Auditor Trainee 1 (Abandoned Property)

For appointment to the Auditor Trainee 1 Abandoned Property, you must have:

Auditor Trainee 2 (Abandoned Property)

For appointment to the Auditor Trainee 2 Abandoned Property, you must have:

A bachelor’s degree including or supplemented by 24 undergraduate or graduate semester credit hours in accounting and/or auditing. AND one year of professional accounting and/or auditing experience

Auditor 1 (Abandoned Property)

For appointment to the Auditor 1 Abandoned Property (SG-18), you must have:

  • A bachelor’s degree including or supplemented by 24 undergraduate or graduate semester credit hours in accounting and/or auditing. AND two years of professional accounting and/or auditing experience.

OR

  • A master’s or doctorial degree in accounting, business administration, business management, criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics AND one year of professional accounting and/or auditing experience

Competitive Minimum Qualifications:               

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 70.4 of the Civil Service Law.

For 70.1 or 70.4 transfer to an Auditor 1 (Abandoned Property), salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Traineeship salary information:

The position may be filled at the Auditor Abandoned Property Trainee 1 SG-14 ($52,198), Auditor Abandoned Property Trainee 2 SG- 16 ($58,247), or full performance  Auditor 1 Abandoned Property SG-18 ($65,001) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable. 

Candidates hired at the trainee level will be advanced to the full performance Auditor 1 Abandoned Property  SG-18 following successful completion of the traineeship.

This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Duties

Performs audits and reviews in accordance with applicable standards to ensure that holders are in compliance with the New York Abandoned Property Law.
  • Reviews the holder’s accounting and internal control policies and practices to evaluate the manner in which they report abandoned property; 
  • Audits the financial records as they pertain to unclaimed dividends, securities, bond interest, outstanding checks and others; 
  • Compares the holder’s reports of abandoned property with the results of the audit to determine whether or not all amounts have been reported and whether the amount due to the State has been properly computed and paid.
Communicate with holders regarding audits and the Abandoned Property Law.
  • Makes the initial arrangements for the audit; 
  • Participates in exit and entrance conferences; 
  • Discusses the scope of the audit with appropriate officials from the business establishment, discusses with the appropriate officer of the entity any questions relative to individual items being audited or as to the holder’s accounting practices; 
  • Provides verbal and written information to the entity concerning the application and interpretation of the Abandoned Property Law.
Prepares appropriate working papers and findings to document facts regarding audits conducted.
  • Draws conclusions and makes recommendations regarding the audit; 
  • Prepares schedules of audit findings and submits a copy to officers of the entity for their further review and research; 
  • Prepares draft reports on the audit findings for review by the supervisor.

Knowledge, Skills, and Abilities 

  • Familiarity with accounting and auditing practices
  • Experience using computers and software programs
  • Ability to compile data and produce reports based upon findings
  • Good understanding of professional protocol
  • Ability to work well in team environment

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
