Minimum Qualifications
You must be reachable on the Chief Computer Operator departmental eligible list OR be eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Transfers:
To be eligible for a 52.6 or 70.1 transfer, you must have one year of permanent service in a qualifying transferable title allocated to salary grade 21 or above.

55-b/c Program Appointment:
To be appointed via 55 b/c, you must:
- Possess the minimum qualifications for the selected title as established by the Department of Civil Service.
- Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary).
- Have a current Eligibility Letter from the NYS Department of Civil Service www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request.
Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Supervising Computer Operator, SG-18.
Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
Duties
- Plan, organize and direct the daily activities of the Computer Operations team.
- Prepare adequate, accurate and up-to-date logs, and ensure procedures or documentation exist for all responsible activities.
- Conduct systematic reconciliation of all check or controlled documents and confirm they are completed timely and accurately.
- Monitor, operate, and perform daily maintenance on hardware.
- Oversee required shift activities for the console area, server and print rooms.
- Ensure console and printer daily task lists are completed, and production batch schedules are triggered following the instructions provided by Scheduling Services.
- Oversee creation of shift, turnover, and incident reports. Ensure reports are accurate, clear, and concise and are completed and distributed following the procedures.
- Maintain accurate inventory and documentation of supplies, stock, and materials needed during daily operations.
- Investigate and address system or production situations and ensure the support area is promptly notified according to policy, documentation, or procedure.
- Assist staff with analyzing job issues, errors, corrective action, and communication to support areas.
- Identify, document, or make suggestions to address defects, inefficiencies, or general improvement opportunities.
- Interact and communicate in a clear and concise manner with vendors, application programmers and staff.
- Communicate expectations, monitor, and ensure predetermined goals and objectives are met.
- Oversee staff training and development programs, evaluate the performance of direct reports and their staff.
- Perform daily supervisory tasks including, but not limited to, being familiar with the principals and practices of employee supervision, reviewing timecards and approve/deny leave requests, and reviewing/approving telecommuting journals to ensure staff compliance.
- Meet regularly with staff to provide information about employment expectations, policies, and programs.
- Model appropriate behavior and set a good example for others through statements and actions.
- Complete employee performance evaluations.
- Participate in the recruitment and hiring of new staff.
- Supervise and provide direction to all staff, even staff that are not regularly assigned to your shift (e.g., temporary staff, staff working overtime etc.), ensuring all policies and procedures are adhered to.
- Monitor and ensure building checks are completed thoroughly and according to schedule.
- Monitor and ensure alarm systems and environmental hardware are closely monitored.
- Assess data center areas to ensure they are kept clean and orderly.
- Take appropriate corrective action and/or report out on building checks/cleanliness issues identified.
Knowledge, Skills and Abilities
- Demonstrated experience in IBM operational support, including supporting mainframe computer operations, console functions and activities, and functions associated with IBM-HMC consoles.
- Demonstrated excellent oral and written communication skills.
- Supervisory experience.
- Demonstrated strong troubleshooting, problem solving, and organizational skills.
- Ability to manage multiple tasks and deadlines.
- Ability to interact with technical and business staff.
- Demonstrated strong leadership skills.
