Employees’ Retirement System Examiner Trainee

Employees’ Retirement System Examiner 1
  • One year of experience performing at least one of the following tasks: 
    • Reconciling accounts
    • Calculating payments
    • Collecting and analyzing statistics and information
    • Explaining policy or benefit information to the public

Competitive Minimum Qualifications

Interested candidates must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program (see below), or eligible to transfer to this title under Section 70.1 of the Civil Service Law. 

Depending on qualifications, candidates may be required to serve a one-year traineeship that leads to an Employees’ Retirement System Examiner 1, SG-9 position.

70.1 Transfer

To be eligible for a 70.1 transfer to Employees’ Retirement System Examiner 1, SG-9, you must have one year of permanent competitive service in a qualifying title allocated to a salary grade 7 or above.

To be eligible for a 70.1 transfer to Employees’ Retirement System Examiner Trainee, equated to SG-6, you must have one year of permanent competitive service in a qualifying title allocated to salary grade 6 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

55-b/c

Duties

Under the general supervision of the training/supervisory staff, ERSE 1 examiner responsibilities may include the following:

  • Receive, log, and prepare correspondence, documentation, and review and process member, retiree and employer applications, information and casework in the New York State and Local Retirement System.
  • Receive, process, and reconcile payments made to NYSLRS.
  • Research and determine eligibility, appropriate retirement plan, retirement/post-retirement benefit projections/calculations, and service credit based on Retirement and Social Security Law (RSSL), regulations, and policies.
  • Perform all necessary online functions to generate a cost calculation. This includes calculation of service credit and previous full year of salary.
  • Respond to telephone and written inquiries from stakeholders.
  • Gather, compile, and prepare information and records for review.
  • Check the accuracy of information, complete calculations, project service credit and contribution balances in the calculation of retirement and military service credit.
  • Assist in the preparation of reports by gathering data, tabulating results and/or preparing simple charts.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
