Qualifications

No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.

  • A bachelor's or higher-level degree in computer science, computer information systems, telecommunications, or management information systems.

OR—

  • A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.

OR—

  • A bachelor's or higher-level degree in any field and at least one year of the experience described below.*

OR—

  • A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience described below.*

OR—

  • Two years of experience in the following computer related areas:
    • Network, server, storage, and systems management
    • Telecommunications
    • IT customer support and training
    • Computer installation, diagnosis and repair
    • Technical writing
    • Computer security
    • Knowledge management
    • Database administration, design and management 
    • Internet/intranet development, design, and maintenance
    • Information technology project management
    • Design and development of geographic information systems or computer aided drafting applications;
    • Computer programming
    • Business/systems analysis
    • Program design
    • Program testing

  • For 70.1 and/or 52.6 transfer to an Information Technology Specialist 2, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. To determine if you're current Civil Service title is eligible for transfer to this title, visit the Career Mobility website. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade. Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Duties

  • Assist with the creation of annual customer invoices for technology services delivered by the Division of the Chief Information Office (CIO).
  • Participate in creating, updating, and documenting cost models within the financial invoicing system.
  • Research data received from source systems and reports to determine how to appropriately allocate costs to IT services. This may require contacting CIO Procurement, Asset Management, CIO HR, Finance, and technical teams, as necessary.
  • Assign CIO’s costs within the financial system and document bases for assignment of costs within the system or other records.
  • Identify, process, and maintain required updates to data imports from source systems (i.e., SFS, Payroll, TDS, etc.), and work with technical teams to implement the changes.
  • Participate in IT Service Management sessions to determine the impact of changes on IT invoicing.
  • Coordinate and make changes to the financial invoicing system and to tracking systems (i.e., TDS) required to accommodate new applications.
  • Participate in establishing and maintaining depreciation schedules for qualifying technology items by working with technical teams.
  • Assist with scheduling annual customer invoice meetings, sending communications to customers, holding meetings with customers to review invoices, and tracking, researching, and addressing customer questions and comments about invoices.
  • Participate in financial system application upgrades and enhancements, including requirements gathering, test plan creation, testing, etc. Coordinate with CIO technical teams and vendors to address issues, and escalate issues as needed.
  • Develop meeting agendas, take notes, and distribute meeting minutes to attendees.
  • Develop charts, graphs, dashboards, and other visual aids to communicate information to customers and executive management.
  • Document procedures and processes.
  • Communicate progress, questions, and issues to IT Financial Management (ITFM) managers.
  • Develop and produce reports to allow for forecasting and trend analysis across invoicing years, customers, technologies, etc.
  • Research and respond to ad hoc questions from technical teams, customers, and ITMF managers.
  • Identify areas for process improvement and present findings.
  • Propose solutions, along with advantages and disadvantages, to ITFM managers. Document decisions and implement changes.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
