For appointment to an Information Technology Specialist 3 (SG-23), you must have: 

1. Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.

OR

2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience. 

 

Competitive Minimum Qualifications: 

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers:

For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties:
  • Collaborate with business teams from the Division of Retirement Services to gather and refine business requirements.
  • Analyze functional requirements and develop technical requirements/specifications.
  • Investigate ways to apply delivered PeopleSoft technology as a solution to business problems, providing associated benefits and risks of the approach.
  • Analyze the best approach for implementing customizations.
  • Code new programs and modules as well as code changes to existing programs and modules.
  • Assist team members with development tasks.
  • Assist team members in creation of design documents and other related system documentation. Review and approve final technical design.
  • Communicate and negotiate with functional and business customers regarding work priorities.
  • Provide feedback on the work being performed.
  • Ensure that appropriate coding standards are met.
  • Direct and supervise staff in their daily tasks and provide pertinent feedback.
  • Allocate staff resources to meet work objectives.
  • Communicate status of all work to team members and Area Manager.
  • Work with Pension Payroll Team manager and other team leads to develop teamwork plans.
  • Create performance plans for staff members.
  • Prepare timely and detailed performance reviews.
  • Assess staff training needs and develop training plans for staff members.
  • Train new staff, when necessary, in helping them acquire new job duties.
  • Keep current on Oracle PeopleSoft technology and mentor team members in current and new technologies.
  • Encourage professional development for team members and develop training plans that will enhance the team’s ability to deliver solutions.
  • Review and approve required administrative records (timecards, TDS entries, telecommuting journals, etc.) and provide guidance to team members regarding policies, procedures, time managing and other reporting.
  • Perform program testing/tuning and assist others as needed.
  • Ensure test plans and test conditions are created, including regression conditions, and that all conditions have been successfully tested.
  • Assist staff troubleshoot production issues and provide overnight and weekend on call support when needed.
  • Review overnight batch reports and resolve outstanding issues left from overnight batch runs.
  • Conduct technical walkthroughs and code reviews of proposed system changes.
  • Perform testing of code changes in development environment.
  • Provide technical support to functional teams to help ensure successful user acceptance testing.  
  • Assist with remediation of defects found during user acceptance testing.
  • Assist staff with implementing new features, resolving technical issues.
  • Troubleshoot and resolve programming issues as reported by functional and business customers.

Knowledge, Skills & Abilities:

  • Demonstrated experience in PeopleCode programming (1 year to 2 years).
  • Demonstrated experience in SQL (1 year to 2 years).
  • Demonstrated experience with programming tools/IDEs (i.e. Eclipse, Ultra Editor, etc.).
  • Demonstrated experience with database management tools (i.e. Oracle SQL Developer, PL/SQL Developer, TOAD, etc.).
  • Excellent at communicating with technical staff and customers alike.
  • Strong analytical thinker with excellent troubleshooting and problem-solving skills.
  • Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on call), and able to shift priorities with minimal guidance.
  • Demonstrated experience in adapting to new technologies as the environment changes.
  • Strong self-starter, with ability to pick up quickly on new technologies even when training and expertise are limited.

 

Additional Comments

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
