For appointment to an Information Technology Specialist 3 (Sg-23), you must have:
1. Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.
OR
2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
Transfers:
For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Non-Competitive Promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2.
NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
Duties
- Maintain a responsive website that meets Americans with Disabilities (ADA) accessibility guidelines.
- Manage, configure, and debug the website’s Content Management System (CMS), Drupal, including managing and implementing themes, views, taxonomies, modules, access control and security updates.
- Manage the website’s cloud solution platform, Acquia Cloud Enterprise.
- Help staff troubleshoot production issues (including on call support)
- Deliver web solutions, including front-end user interface (“UI”) and backend services.
- Collaborate with business analysts and users to gather and refine requirements and functional design.
- Analyze functional requirements and develop technical requirements.
- Create, review, and maintain system documentation.
- Plan, assign and manage work with team members using the Agile methodology, Scrum.
- Assign and review quality assurance testing of code changes.
- Manage and coordinate staging and production workflows.
Knowledge, Skills & Abilities
- Demonstrated experience with Drupal Development (More than 2 years to 5 years).
- Demonstrated experience with HMTL5 (DHTML/HTML/XHTML, etc.)
- Demonstrated experience with JavaScript.
- Demonstrated experience with PHP (Hypertext Preprocessor)
- Demonstrated experience with Responsive Web Design.
- Demonstrated experience with Cascading Style Sheets.
- Demonstrated experience with Frontend Frameworks (Foundation, Bootstraps, Semantic UI).
- Demonstrated experience with SQL.
- Demonstrated experience with computer programming.
- Demonstrated experience with web development, design, and maintenance.
- Demonstrated experience with data modeling and database design.
- Demonstrated experience with agile methodology in project management.
- Demonstrated experience with XML.
- Demonstrated experience with command line tools (Drush and Composer).
- Demonstrated experience with Git-based workflows.
- Demonstrated experience with SEO.
- Demonstrated strong debugging, coding, and problem-solving skills.
- Demonstrated ability to code ADA-compliant web pages.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
