Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

Duties

  • Oversee, lead, and direct the Workstation Support and Workstation Management teams of the Security & Workstation Management Bureau.
  • Assist with development and execution of short and long-term goals for both Workstation Support and Workstation Management aligning with the Chief Information Office (CIO) and the Office of the State Comptroller (OSC) strategic initiatives.
  • Establish and maintain relevant controls and feedback systems to monitor the operations of the teams.
  • Monitor and report on work assigned to the team, including any project activities.
  • Plan, evaluate, maintain, and improve systems, procedures, and policies that enable and encourage optimum performance.
  • Create new and ensure adherence to existing internal controls, standards, guidelines, policies, and procedures.
  • Collaborate and actively participate with other CIO teams on problem resolution.
  • Develop annual staffing/succession plans and foster growth opportunities in the CIO organization.
  • Review the CIO budget to ensure funding is accounted for and available for current and future initiatives.
  • Provide oversight of all related team contracts, assets, procurements, and maintenance renewals/agreements.
  • Identify risks and propose potential remediation solutions to CIO management and key stakeholders.
  • Develop and/or periodically review and update disaster recovery and business continuity plans.
  • Provide oversight and direction to the employees on the team in accordance with the organization's policies and procedures.
  • Assign work to employees, monitor project progress, review major initiatives, and make recommendations.
  • Develop an employee-oriented culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance.
  • Provide guidance and empower employees to take responsibility for their jobs and goals. Delegate responsibility, tasks and issue resolution and expect accountability and regular feedback.
  • Oversee employee lifecycle tasks such as interviewing, hiring, performance evaluations, training/ performance plans and mentoring.
  • Address insufficient employee performance through counseling and seek disciplinary actions where appropriate.
  • Review and oversee Workstation Support’s efforts to ensure excellent customer service and problem solving for all customer support requests.
  • Review and oversee Workstation Management’s efforts to ensure effective management of all, but not limited to, workstation endpoints, print server queues, virtualizes applications and desktops, teleconferencing equipment, operation system patching and upgrades, as well as software packaging and deployment.
  • Participate in assigned project meetings by actively participating in discussions, taking notes, completing action items, and informing supervisor of project status or delays.
  • Communicate organization and team information through team meetings, one-on-one meetings, and other appropriate communication channels. Information of relevance is conveyed from the CIO Leadership meetings.
  • Provide constructive, tactful, and objective feedback on issues, tasks, and observations.
  • Communicate regularly with other team managers, CIO management, and impacted stakeholders.
  • Exercise discretion and confidentiality.
  • Employ active listening and timely responses to customers, management, colleagues, and teams.

Knowledge, Skills and Abilities

  • Demonstrated experience in Leading Small Teams (up to 49 staff) (2 years to less than 5 years).
  • Demonstrated experience in Technical Writing (2 years to less than 5 years) including, but not limited to:
    • Evaluation of written materials and specifications.
    • Evaluation of proposals and statements of work.
    • Writing Skills: Standards and procedures, Service Level Agreements (SLAs), etc.
  • Demonstrated experience in Project Management (1 years to 2 years) including, but not limited to:
    • Project Scheduling: Create and manage change control process.
    • Project Time Management: Define activities. Sequence activities, estimate task resources, duration, and develop project schedule.
    • Procurement Management: Managing contracts, procurements, and vendors, including development of IFB and RFP and evaluation of proposals.
  • Demonstrated experience in designing, developing, and implementing IT solutions.
  • Demonstrated experience with exceptional customer service with an analytical and problem-solving mindset.
  • Demonstrated experience with recruitment and procurement activities.
  • Demonstrated experience proactively addressing personnel issues and/or disciplinary actions.
  • Demonstrated experience in emotional intelligence.
  • Demonstrated experience in both written and verbal communication of information to stakeholders at all levels of the organization.
  • Demonstrated organizational management skills performed in a team-oriented workplace.
  • Outstanding interpersonal relationship building, employee coaching and development skills.

Additional Comments

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
