Competitive Qualifications
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.
Transfer options:
For 52.6 and/or 70.1 transfer to a Senior Administrative Analyst, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-12 or above for a Trainee 1, SG-14 or above for a Trainee 2, depending on qualifications.
55b/55c Program appointment:

Duties
Finance & Purchasing
- Obtain information to develop, plan, prepare, and justify proposed and projected travel expenditures.
- Conduct cost-benefit analysis for the most appropriate use of state funds as it relates to travel, including transportation and hotel accommodations.
- Prepare recommendations, summaries, and justifications to travel for submission to the Division of Finance and Administration (Finance); obtain necessary approvals from Finance and Ethics.
- Utilize the Statewide Financial System (SFS) to process and track expense reports and reimbursements.
- Locate sources for goods and services.
- Coordinates with vendors and suppliers to obtain quotes; resolve problems with vendors.
- Prepare cost/benefit analysis of goods and services.
- Approve purchases and requisitions, assign approved expenditures to programs, and maintain records of purchases.
- Coordinate the purchase and installation of equipment and systems and arrange maintenance contracts.
- Review contractual agreements between the division, vendors, suppliers, Finance and the Office of General Services (OGS).
- Generate and processes purchase orders and purchase requests for suppliers and equipment.
- Review and process invoices.
Executive Support
- Manage a large volume of domestic and international travel planning for investment and operations staff; complete transportation and hotel reservations.
- Identify areas of improvement and efficiency regarding all aspects of travel planning, including documentation and tracking, workload distribution, novel requests and issues, and expense reports and reconciliation.
- Work closely with the Deputy Director of Administrative Operations and management to document processes and develop procedures for the Operations team.
- Schedule meetings and reserve conference rooms; resolve complex scheduling issues; add external guests to the Visitor Management System (VMS).
- Handle telephone calls, visitors, and routine inquiries; refer callers and visitors to appropriate staff.
- Administer communications by preparing and tracking correspondence; review incoming correspondence, prepare responses to routine matters, and refer to appropriate staff.
- Review, interpret and clarify travel policies and procedures for investment staff, and ensure policies and procedures are available for all staff.
- Represent executive and management staff at meetings and committees, such as the Service Awards Committee or the Emerging Managers Conference Committee.
- Prepare and distribute supporting material for executive staff meetings, including the weekly Internal Investment Committee meeting.
- Develop and implement record-keeping systems and controls; manage central files, printing, inventory, mail, and other support operations.
- Conduct special studies and research to resolve issues and prepare reports and recommendations.
Supervision
- Supervise junior administrative staff; train and mentor staff; assign work and projects; review work for accuracy and completeness.
- Review and approve timecards.
- Complete annual performance evaluations.
Office Support Activities
- Review equipment and space needs for the PICM Albany office and assist in preparing space utilization plans.
- Arrange for installation, maintenance, or modification of office equipment; arrange for vendor repairs and replacements as needed.
- Ensure that all office equipment is properly installed and operating properly.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
