- State Program Examiner Trainee 1
For appointment to the State Program Examiner Trainee 1, you must have:
• A bachelor's degree or higher in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics.

For appointment to the State Program Examiner Trainee 2, you must have:

- State Program Examiner 1 (SG-18)
For appointment to the State Program Examiner 1 (SG-18), you must have:
• A bachelor's degree or higher in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics AND two years of professional accounting and/or auditing experience.
OR
• A master’s or doctorial degree in accounting, business administration, business management, criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics AND one year of professional accounting and/or auditing experience
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.
For 70.1, 52.6 or 70.4 transfer to a State Program Examiner 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-16 or above. SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.
55b/55c Program appointment:

Traineeship salary information:
The position may be filled at the State Program Examiner Trainee 1 equated to SG-14 ($53,764), State Program Examiner Trainee 2 equated to SG-16 ($59,994), or full performance State Program Examiner 1 SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance State Program Examiner 1 SG-18 following successful completion of the traineeship.
Duties
Audit of State Agencies, Programs and Authorities
Under the supervision of a State Program Examiner II, performs audits in accordance with applicable audit standards. Job duties include:
- Developing audit ideas and objectives.
- Developing program steps to support objectives (e.g., audit filters, audit programs, team processes).
- Selecting high-risk transactions for audit (e.g., creating filters in various systems to identify high risk transactions for audit).
- Researching criteria (e.g., contracts, laws, rules and regulations, guidelines) and testing transactions to determine if the agency complied with the applicable criteria.
- Obtaining and reviewing supporting evidence to determine if transactions are appropriate and free from fraud, waste and other abuse.
- Obtaining and reviewing evidence to determine if agency received supplies and materials purchased and paid a reasonable price.
- Interviewing agency representatives to obtain testimonial evidence, which may include determining how the agency deemed transactions to be appropriate and gaining an understanding of the agency’s internal controls.
- Evaluating agency processes to identify why inappropriate transactions were approved.
- Communicating information to team, SPEII and management.
- Using computer-assisted auditing tools and techniques across various platforms to meet audit objectives. This includes developing user story ideas to identify inappropriate transactions in an efficient and effective manner and identifying new data sets that can be used to identify inappropriate transactions.
- Preparing audit working papers, which includes documenting meeting minutes, analysis and methodologies.
- Documenting audit results to share with the auditee (e.g., writing preliminary audit findings, letters, and audit reports).
- Discussing findings with auditee representatives and participating in entrance and exit conferences.
- Auditing Unemployment Insurance, Pandemic Unemployment Assistance and Federal Pandemic Unemployment Compensation Payments and other pandemic related programs.
Special Projects
- Assessing program risks for planning potential audits.
- Working on special projects or audit research efforts.
- Assisting in a variety of other areas supporting the audit work.
Knowledge, Skills & Abilities
(1) Audit Concept – Candidate must: understand and embrace the concept of skepticism; embrace team concepts; be detail oriented; and show aptitude for organizing and analyzing data. Prior experience in auditing or with audit-related concepts is a plus.
(2) Communication – Candidate must: have strong writing, oral, interpersonal and communication skills; must be able to effectively listen and answer questions; speak in a positive, professional tone, confidently speak about accomplishments/ likes/ dislikes/ frustrations, and demonstrate ability to problem solve.
(3) Leadership – Candidate must: demonstrate ability to overcome obstacles; willingly take on challenges and effect change; demonstrate ability for problem solving; understand basic problem-solving concepts; understand own role/responsibility within a team.
(4) Self-Development – Candidate must be receptive to improvement opportunities; enthusiastic about training opportunities; interested in career growth; and able to learn quickly from mistakes
(5) Technology – Candidate must: display an aptitude for computer fundamentals; be familiar with Microsoft applications and Internet resources; and adapt well to technological change
(6) Work Ethic – Candidate must: be responsible, accountable and productive; display professionalism, integrity, initiative and intelligence; have the ability to work in a fast-paced environment, manage multiple priorities, pay attention to details and meet deadlines; and show enthusiasm and interest in this position. Candidate must effectively articulate goals in line with the auditing position.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
