Qualifications

No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.

State Program Examiner 1
  • A bachelor's or graduate degree in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics and two years of professional accounting and/or auditing experience. 
  • A master's or doctoral degree in accounting, business administration, business management, criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics may be substituted for one year of qualifying experience.
State Program Examiner Trainee 2
  • A graduate degree or higher in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering; finance, mathematics, public administration, public or community health, public policy, political science, or statistics.
State Program Examiner Trainee 1 
  • A bachelor's or graduate degree in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering; finance, mathematics, public administration, public or community health, public policy, political science, or statistics.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade. Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level grade 18 position.

Duties Description

  • Performs audits in accordance with applicable auditing standards.
  • Analyzes areas for audit, assists in establishing scope and areas of risk, suggests approaches for addressing risk.
  • Evaluates systems and procedures relating to audit areas for compliance with applicable laws, rules, regulations, and contract terms.
  • Examines internal controls to evaluate the extent that proper and effective controls are in place for areas under audit.
  • Evaluates agency programs and operating procedures for efficiency and effectiveness in meeting agency and legislative goals and priorities.
  • Uses computer-assisted auditing tools and techniques across various platforms to meet audit objectives.
  • Preparing audit working papers, which includes documenting meeting minutes, analysis, and methodologies.
  • Documenting audit results to share with the auditee (e.g., writing preliminary audit findings, letters, and audit reports).
  • Discussing findings with auditee representatives and participating in entrance and exit conferences.
  • May be assigned as a lead auditor and oversee the work of trainees and student assistants on small, low risk or routine assignments; and may perform tasks assessing program risks to plan potential audits, and work on special or audit research projects.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
