It is welcome news that the Governor and the Legislature have completed work on the 2017-18 state budget. The agreement provides new funding for education, affordable housing and clean water projects, as well as important criminal justice reforms and other programs to help New Yorkers. Still, the budget was late and provided no opportunity for public review of the details.
The budget does not include needed reforms to the state's procurement practices to better ensure spending accountability and transparency. Hopefully before the end of session, the procurement reforms my office has advanced will be addressed.
With heightened risks to federal aid, a clear understanding of the impact of spending, revenue and policy decisions in this budget is especially essential. My office will provide more detailed analysis of the enacted budget in the coming weeks.
