• $5.6 million with Ajay Glass & Mirror Co. Inc. to replace windows at the Utica State Office Building in Oneida County.

• $4 million with Core Facility Services LLC for heating and ventilation services at the Perry B. Duryea Jr. State Office Building in Suffolk County.

• $1.2 million with Gatsby on the Ocean LLC for a concession license for the Marine Dining Room restaurant at Jones Beach State Park.

• $355.4 million with Cashless Tolling Constructors LLC for design and construction of electronic cashless tolling on the New York State Thruway.
• $1 million with Regional International Corp. for engine parts.

• $11 million with D.A. Collins Construction Co. Inc. for bridge replacement on US Route 6 over the Metro North Railroad in Putnam County.
• $11 million with Tilcon New York Inc. for mill and pavement maintenance on the Palisades Interstate Parkway in Rockland County.
• $4 million with Commander Electric Inc. for traffic signal and lighting work in Nassau County.

• $2.8 million to the 43North LLC for Equity Investment Awards for the annual Business Plan Competition in Buffalo. 
• $2.5 million to the village of Lancaster for design and construction costs to extend West Main Street.

• $11.1 million for hourly-based IT services, including $2.7 million to PSI International Inc., $1.5 million to IIT, Inc., $1.1 million to Knowledge Builders, Inc. and $5.8 million to 15 other vendors. 
• $3.6 million to Prismatic Development Corp. for building renovations for the Manhattan Forensic Relocation project at the Manhattan Psychiatric Center in New York City. 
• $1 million to HBP Joint Venture for design-build services for the Great New York State Fair Exposition Center in Syracuse. 

Department of Health 

• $8.6 million to Maximus Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations. 

Department of Homeland Security

• $2.8 million to the New York State Energy Research and Development Authority for the Hazard Mitigation Grant Program.

• $41,000 to Orrick, Herrington & Sutcliffe LLP for outside legal counsel.

• $12.2 million to Granite Construction Northeast Inc. for replacement of the Kosciuszko Bridge in Kings County. 
• $7.3 million to Yonkers Contracting Company Inc. to reconstruct Exit 131 at the intersection of Routes 17 and 32 in Orange County. 
• $6.3 million to ECCO III Enterprises Inc. for the Kew Gardens Interchange project in Queens County. 
• $4 million to Clinton County for the rehabilitation of the Plattsburgh International Airport. 
• $2.3 million to Lancaster Development and Tully Construction Co. LLC for reconstruction of the I-81 and NY 17 Interchange in Broome County. 
• $1.4 million to STV Inc., to perform quality assurance services related to the replacement of the Kosciuszko Bridge in Kings and Queens Counties. 

Unified Court System

• $2.4 million to The Children’s Law Center for the Law Guardian Legal Aid Program. 

Payment Rejections and Other Cost Recoveries

The office rejected nearly 1,700 payments valued at more than $11.8 million, including tax refunds and credits valued at more than $1.5 million. The Comptroller’s auditors also recovered nearly $23,000 from vendors owing debts to the state and held payments of nearly $1.1 million pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through August for calendar year 2019, the Comptroller’s office has approved 12,891 contracts valued at $49.8 billion and has approved more than 21 million payments worth more than $98 billion. The office has rejected 1,130 contracts and related transactions valued at $3.7 billion and more than 26,300 payments valued at nearly $181 million primarily due to errors, improprieties or lack of documentation.
