• $8.8 million with Alliance Enterprises Inc. for a vocational rehabilitation case management system.
• $10 million with Dutchess County BOCES for the Special Education Regional Partnership Center.

• $5 million with Metropolitan Construction Corp. to replace windows and repair masonry at the Manhattan Psychiatric Center in New York City.
• $3.8 million for warehousing and distribution of USDA donated foods, including $2.4 million with J&L Ice Service Inc., and $1.4 million with Palmer Fish Co. Inc.
• $2.9 million with Fusco Personnel Inc. for talent acquisition services.

• $50 million to Athenex Inc. to develop a pharmaceutical manufacturing facility in Chautauqua County.
• $21 million to The Research Foundation for the State University of New York for building renovations, purchase of equipment and operating costs for the AIM Photonics facility in Rochester.
• $8.3 million to Syracuse University for construction of a multi-use Veterans Resource Center.
• $5.2 million to 43North LLC for working capital and equity investment awards for the start-up business plan competition in Buffalo.
• $2 million to Freewheelin ANSCO LLC for rehabilitation of the historic ANSCO camera factory building into apartments and commercial space in Binghamton.

Gaming Commission

• $2.4 million for tribal compact payments to the city of Salamanca.

• $11.4 million for hourly-based IT services, including $2.3 million to PSI International Inc., $1.5 million to IIT Inc., $1.4 million to Knowledge Builders Inc., $1.1 million to MVP Consulting Plus Inc. and $5.1 million to 26 other vendors.

Department of Health

• $20.9 million to Maximus Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.
• $7.3 million to New York eHealth Collaborative Inc. for the Statewide Health Information Network for New York.

• $3 million to ECCO III Enterprises Inc. for the Kew Gardens Interchange project in Queens County.
• $2.5 million to Clinton County for rehabilitation of the Plattsburgh International Airport.
• $1.6 million to Lancaster Development and Tully Construction Co. LLC for reconstruction of the I-81 and NY 17 Interchange in Broome County.

New York State Thruway Authority

• $13.4 million to Tappan Zee Constructors LLC for the New NY Bridge Project.
• $1.3 million to HNTB New York Engineering and Architecture PC for engineering services for the New NY Bridge Project.

Unified Court System

• $4.1 million to The Legal Aid Society for the Attorneys for Children Program.

Payment Rejections And Other Cost Recoveries

The office rejected nearly 1,300 payments valued at more than $9.7 million, including tax refunds and credits valued at nearly $1.8 million. The Comptroller’s auditors also recovered nearly $30,000 from vendors owing debts to the state, and held payments of nearly $600,000 pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through December for calendar year 2019, the Comptroller’s office has approved 19,580 contracts valued at $97 billion and approved nearly 30.4 million payments worth more than $141.2 billion. The office rejected 1,693 contracts and related transactions valued at $5.3 billion and nearly 33,100 payments valued at more than $236.4 million primarily due to errors, improprieties or lack of documentation.
