State Contract and Payment Actions in December

In December, the Office of the State Comptroller approved 1,898 contracts for state agencies and public authorities valued at $33.9 billion and approved more than 1.9 million payments worth nearly $10.7 billion. The office rejected 181 contracts and related transactions valued at $412 million and nearly 1,300 payments valued at more than $9.7 million. Major Contracts Approved

Office of Alcoholism & Substance Abuse Services

  • $1 million with New York City for substance abuse prevention and intervention specialists.

Office of Children & Family Services

  • $1.3 million with Booker T. Washington Community Center in Auburn for the Advantage After School Program.

Office of the State Comptroller

  • $53.7 million for Oracle technology support, including $40.2 million with NTT Data Inc. and $13.5 million with CherryRoad Technologies Inc.

Department of Corrections and Community Supervision

  • $8 million for cadet lodging, including $2.9 million with Albany Hilton, $2 million with Site Solutions Worldwide, $2 million with Comfort Inn Glenmont, and $1.1 million with The Desmond.

State Education Department

  • $8.8 million with Alliance Enterprises Inc. for a vocational rehabilitation case management system.
  • $10 million with Dutchess County BOCES for the Special Education Regional Partnership Center.

Office of General Services

  • $5 million with Metropolitan Construction Corp. to replace windows and repair masonry at the Manhattan Psychiatric Center in New York City.
  • $3.8 million for warehousing and distribution of USDA donated foods, including $2.4 million with J&L Ice Service Inc., and $1.4 million with Palmer Fish Co. Inc.
  • $2.9 million with Fusco Personnel Inc. for talent acquisition services.
  • $2 million with Bette & Cring LLC to rehabilitate the auditorium at the Dulles State Office Building in Watertown.
  • $1.8 million with Pioneer Landscaping & Asphalt Paving Inc. to repave parking lots at the Pilgrim Psychiatric Center in Suffolk County.

Department of Health

  • $214.6 million with Niagara Advantage Health Plan LLC for managed long-term care plans.
  • $3.5 million with Island Peer Review Organization Inc. for the Medicaid Accelerated eXchange program.
  • $1 million with the Town of Dickinson in Broome County for water system replacement.

Office of Homeland Security and Emergency Services

  • $91.7 million with Tidal Basin Government Consulting LLC for disaster recovery consulting services.
  • $2.6 million with the City of Yonkers for the Urban Area Security Initiative Program.

Office of Parks, Recreation and Historic Preservation

  • $25 million with EW Howell Co. Inc. to construct the Marine Resources Headquarters building in Nissequogue State Park in Suffolk County.
  • $2.2 million with RB Robinson Contracting Inc. for sanitary sewer improvements at Gilbert Lake State Park in Otsego County.

Department of Transportation

  • $19.5 million with Streeter Associates Inc. to construct the department’s maintenance sub-headquarters at Ithaca Tompkins Regional Airport in Tompkins County.
  • $19 million with Crane Hogan Structural Systems Inc. for bike lanes and sidewalks on the Empire State Trail in Onondaga County.
  • $6.1 million with Morano Brothers Corp. for ADA-compliant sidewalks in Rockland County.
  • $3.2 million with Cold Spring Construction Co. to construct a roundabout at the intersection of Route 96 and Lynaugh Road in Ontario County.
  • $2.9 million with Tioga Construction Company Inc. for culvert repair and replacement in Montgomery and Herkimer counties.
  • $1.9 million with Concrete Applied Technologies Corp. to replace the bridge on Route 33A over Black Creek in Monroe County.
  • $1.6 million with Arold Construction Co Inc. to improve the Route 52 park and ride in Dutchess County.
  • $1.3 million with the Town of Clarkson, Monroe County, for snow and ice removal.

State University of New York

  • $11.7 million with Jet Sanitation Service Corp. for refuse removal at Stony Brook University.
  • $5 million with Kivvit LLC for strategic planning and media buying services for the State University.

Major Payments Approved

Tax Refunds

  • $158 million for 17,000 personal income tax refunds.
  • $119.4 million for 17,000 corporate and other refunds.
  • $116.4 million for 194,000 property tax credits.

Department of Agriculture and Markets

  • $2.5 million to the NYS Federation of Growers & Processors Associations Inc. to provide early childhood education and social services under the Agri-Business Child Development Program.

Department of Civil Service

  • $236.5 million to CVS Caremark to provide pharmacy benefit services for the Empire, Excelsior and Student Employee Health plans.
  • $16.9 million to Beacon Health Options Inc. for the Mental Health & Substance Abuse component of the New York State Health Insurance Program.

Empire State Development Corporation

  • $50 million to Athenex Inc. to develop a pharmaceutical manufacturing facility in Chautauqua County.
  • $21 million to The Research Foundation for the State University of New York for building renovations, purchase of equipment and operating costs for the AIM Photonics facility in Rochester.
  • $8.3 million to Syracuse University for construction of a multi-use Veterans Resource Center.
  • $5.2 million to 43North LLC for working capital and equity investment awards for the start-up business plan competition in Buffalo.
  • $2 million to Freewheelin ANSCO LLC for rehabilitation of the historic ANSCO camera factory building into apartments and commercial space in Binghamton.

Gaming Commission

  • $2.4 million for tribal compact payments to the city of Salamanca.

Office of General Services

  • $11.4 million for hourly-based IT services, including $2.3 million to PSI International Inc., $1.5 million to IIT Inc., $1.4 million to Knowledge Builders Inc., $1.1 million to MVP Consulting Plus Inc. and $5.1 million to 26 other vendors.

Department of Health

  • $20.9 million to Maximus Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.
  • $7.3 million to New York eHealth Collaborative Inc. for the Statewide Health Information Network for New York.

Office of Homeland Security and Emergency Services

  • $13.4 million to New York City for the Urban Area Security Initiative Program.

Department of Transportation

  • $6.8 million to Yonkers Contracting Company Inc. to reconstruct Exit 131 at the intersection of Routes 17 and 32 in Orange County.
  • $4.5 million to Granite Construction Northeast Inc. for replacement of the Kosciuszko Bridge in Kings County.
  • $3 million to ECCO III Enterprises Inc. for the Kew Gardens Interchange project in Queens County.
  • $2.5 million to Clinton County for rehabilitation of the Plattsburgh International Airport.
  • $1.6 million to Lancaster Development and Tully Construction Co. LLC for reconstruction of the I-81 and NY 17 Interchange in Broome County.

New York State Thruway Authority

  • $13.4 million to Tappan Zee Constructors LLC for the New NY Bridge Project.
  • $1.3 million to HNTB New York Engineering and Architecture PC for engineering services for the New NY Bridge Project.

Unified Court System

  • $4.1 million to The Legal Aid Society for the Attorneys for Children Program.

Payment Rejections And Other Cost Recoveries

The office rejected nearly 1,300 payments valued at more than $9.7 million, including tax refunds and credits valued at nearly $1.8 million. The Comptroller’s auditors also recovered nearly $30,000 from vendors owing debts to the state, and held payments of nearly $600,000 pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through December for calendar year 2019, the Comptroller’s office has approved 19,580 contracts valued at $97 billion and approved nearly 30.4 million payments worth more than $141.2 billion. The office rejected 1,693 contracts and related transactions valued at $5.3 billion and nearly 33,100 payments valued at more than $236.4 million primarily due to errors, improprieties or lack of documentation.
