Bus Driver Licensing (Follow-Up)

Issued Date
January 21, 2016
Agency/Authority
Metropolitan Transportation Authority

Purpose

To determine the extent of implementation of the four recommendations included in our initial report, Bus Driver Licensing (2012-S-30).

Background

Our initial report, issued on June 13, 2013, determined that the majority of MTA bus drivers we sampled met the requirements of Article 19-A of the New York State Vehicle and Traffic Law. However, we found seven of the 142 drivers sampled did not meet the requirements of Article 19-A, but were allowed to drive buses transporting an estimated 8,400 passengers on a total of 38 days. In addition, the Safety and Training Division did not always maintain complete certification records, and that outdated medical forms were used to certify drivers.

Key Finding

  • MTA officials have made progress in correcting the problems we identified.  However, additional improvements are needed. Of four prior audit recommendations, three were implemented and one was partially implemented.

Key Recommendation

  • Officials are given 30 days after the issuance of the follow-up review to provide information on any actions that are planned to address the unresolved issues discussed in this review.
