Purpose
To provide agencies instructions for processing the CUNY Start Lead Instructor Differential through the Additional Pay page.
Affected Employees
CUNY employees in the CUNY Start Instructor title represented by the Professional Staff Congress (PSC)
Background
The CUNY Start Lead Instructor Differential payment is made in accordance with the Memorandum of Agreement between CUNY and the PSC for the Term of 10/20/2010 – 11/30/2017 and the CLIP Start Title Agreement Summary dated June 22, 2016.

February 12, 2017 or later
Eligibility Criteria
To be eligible to receive the $5,300.00 CUNY Start Lead Instructor Differential employees must meet the following criteria as stated in the CLIP Start Title Agreement Summary.
- Employees must be in the CUNY Start Instructor title and;
- Employees must have the functional title of “Lead Instructor” and perform lead work responsibilities
Note: Eligibility will end when the employee is no longer performing lead work responsibilities

OSC has created the following Earnings and Adjustment codes (including Non-Resident Alien codes) to be used to pay eligible employees CUNY Start Lead Instructor Differential:

Agency Actions
To pay the CUNY Start Lead Instructor Differential to eligible employees, agencies must submit the following information on the Additional Pay page:

Reminder: In order to pay an employee correctly, adjustments may need to be submitted due to changes to this earnings or to the employee’s history. Agencies must submit these adjustments using the appropriate adjustment code listed above. Refer to the OSC training presentation on Additional Pay Adjustments for more information.
CUNY must provide OSC with a list of eligible employees in the Senior Colleges prior to submitting the payments.
Tax Information
The CUNY Start Lead Instructor Differential is taxable income, will be included in the employee’s taxable gross and is subject to all employment and income taxes.
Retirement Information
The CUNY Start Lead Instructor Differential is included as salary for retirement purposes and is pensionable.
