Purpose
The purpose of this bulletin is to provide agency instructions for processing the December 2019 Uniform Allowance Payment.
Affected Employees
Employees in the City University of New York (CUNY) campus security titles and nursing titles who meet the eligibility criteria are affected.
Background
Section 12 of the 2009-2016 Blue Collar Agreement between the City University of New York and various unions, including the International Brotherhood of Teamsters, Local 237, provides for a uniform allowance payment to eligible employees.
Section 12 of the 2017-2022 White Collar Agreement, as extended by the Memorandum of Agreement for Successor Agreements, between the City University of New York and various unions including the New York State Nurses Association, provides for a uniform allowance payment to eligible employees.
In addition, a memorandum dated 10/03/2019 from Carmelo Batista, Jr., University Executive Director of Classified Staff Labor Relations, authorizes the December 2019 biannual payment for campus security titles and the December 2019 annual payment for nursing titles.

Effective as of Institution Pay Period 19C; paychecks dated 12/19/2019.
Eligibility Criteria
Employees in the CUNY campus security titles listed below who have already received their first three uniform allowance payments are entitled to the December 2019 Uniform Allowance Payment as follows:

Employees in the CUNY nursing titles listed below are entitled to the December 2019 Uniform Allowance Payment as follows:

Agency Actions
To pay the December 2019 Uniform Allowance Payment to eligible employees, the University Payroll must submit the following information on the Time Entry Interface (NPAY502) using Earnings Code UA6:

Errors and warning messages are communicated to the University Payroll via Control-D report NPAY502 (Warnings/Rejected Time Entry Transactions) and must be manually updated in PayServ as necessary.
Miscellaneous Payment Information
The Uniform Allowance Payment is not pensionable, is not included in the calculation of overtime and is not subject to garnishments.
Tax Information
The Uniform Allowance payment is supplemental taxable income, will be included in the employee’s taxable gross and is subject to all employment and income taxes.
Federal, State and New York City income tax withholding will be calculated using the Aggregate method, based on the employee’s current Tax Marital Status and Withholding Allowances on the Employee Tax Data page in PayServ. Yonkers income tax withholding will be calculated using the Flat Rate method. Yonkers Flat Rate Withholding is 1.61135% for Yonkers residents and 0.50% for Yonkers non-residents.
Undeliverable Checks
If the agency has made an effort to deliver the check to the employee but the check has been returned and is undeliverable, the agency should forward the check to the NYS Department of Tax and Finance, Division of Treasury, per instructions in Payroll Bulletin No. 908.
Tax information
The Earnings Code UA6 and the amount paid will be displayed on the Payroll Register. The Earnings Description Uniform Allowance CUNY and the amount paid will appear on the employee’s paycheck stub or direct deposit advice.
