Purpose
The purpose of this bulletin is to provide agency instructions for processing the June 2020 Uniform Allowance Payment and inform agencies of the retroactive adjustment payments.
Affected Employees
City University of New York (CUNY) campus security titles who meet the eligibility criteria are affected.
Background
Section 8 of the 2016-2021 Blue Collar Agreement between the City University of New York and various unions, including the International Brotherhood of Teamsters, Local 237, provides for a uniform allowance payment to eligible employees.
The 2016-2021 Collective Bargaining Agreement between CUNY and IBT Local 237 and the CUNY OLR IBT implementation instructions memorandum dated 12/20/2019 provide for retroactive uniform allowance increases effective 12/18/2018 and 12/18/2019.
In addition, a memorandum dated April 1, 2020 from Carmelo Batista, Jr., University Executive Director of Classified Staff Labor Relations, authorizes the June 2020 payment.
Effective Date(s)
The payments will be effective in the Institution Pay Period 6C, paychecks dated 06/18/2020.
The retroactive adjustments will be processed during Institution Pay Period 7C, paychecks dated 07/02/2020.
Eligibility Criteria: June 2020 payment
Employees in the CUNY campus security titles listed below who have already received their first three uniform allowance payments are entitled to the June 2020 Uniform Allowance Payment as follows:

Eligibility Criteria: Retroactive adjustment
CUNY IBT employees who previously received a uniform allowance payment (UA6) that was effective dated 12/18/2018 or later, will receive an adjustment payment equal to the difference between the old rate and the new rate. The rate increase information is provided in the IBT implementation memorandum.
OSC Actions: Retroactive adjustment
During Institution pay period 7C, OSC will load a Time Entry file into PayServ. The file will contain adjustments for all eligible employees. The payment will be paid using Earn code UA6 with the original effective dates and the adjustment amount. A Time Entry comment denoting the purpose will be added to each entry.
Agency Actions
To pay the June 2020 Uniform Allowance Payment to eligible employees, agencies must submit the following information on the Time Entry Interface (NPAY502) or the Time Entry page using Earnings Code UA6 – Uniform Allowance CUNY:

Retirement and Overtime Information
The Uniform Allowance Payment (UA6) is not pensionable and is not included in the calculation of overtime compensation.
Tax Information
The June 2020 Uniform Allowance Payment is supplemental taxable income, will be included in the employee’s taxable gross and is subject to all employment taxes and income taxes.
Federal, State and New York City income tax withholding will be calculated using the Aggregate method. Yonkers income tax withholding will be calculated using the Flat Rate method (1.61135% for Yonkers residents and 0.50% for Yonkers non-residents).
Payroll Register and Employee’s Paycheck/Advice
The Earnings Code UA6 and the amount paid will be displayed on the Payroll Register. The Earnings Description Uniform Allowance CUNY and the amount paid will appear on the employee’s paycheck stub or direct deposit advice
Undeliverable Checks
When a valid payroll check is undeliverable due to the agency’s inability to locate the employee, the agency should follow the Agency Actions identified in Payroll Bulletin No. 1786 Non-Negotiated and/or Undeliverable New York State Payroll Checks.
Checks issued to eligible employees who are now deceased should be returned with a completed Next of Kin Affidavit (Form AC 934-P), original death certificate and a Report of Check Exchange (Form AC 1476-P). If a Next of Kin Affidavit has been previously submitted for a deceased employee’s payroll check, OSC will accept a photocopy of this form along with a new Report of Check Exchange.
