Purpose:
The purpose of this bulletin is to inform CUNY agencies of the salary step implementation for the Custodial Supervisor title represented by District Council 37 (DC37).
Affected Employees:
Employees represented by DC37, Local 1797 in the Custodial Supervisor title are affected.
Background:
In accordance with the Letter of Agreement executed between CUNY and DC37, CUNY agreed to establish a new salary step plan for employees in the Custodial Supervisor (CUNY) title represented by Local 1797, effective retroactively February 1, 2019, in accordance with the union’s decision on the utilization of its ACF/Equity allotted collective bargaining agreement funds.
Effective Dates:
The payments will be effective in Institution Pay Period 16C, paychecks dated 11/16/2023.
Eligibility Criteria:
Effective February 1, 2019, full-time employees in the Custodial Supervisor (CUNY) title will be placed on a 3-year, 4-year or 5-year step plan, based on qualifying in-title years of service.
Full-time employees in the Custodial Supervisor (CUNY) title who retired, resigned or otherwise separated from CUNY on or after February 1, 2019, may be entitled to a salary adjustment retroactive to February 1, 2019, up until the date of their retirement, resignation or separation.

Effective February 1, 2020, the 3-year, 4-year and 5-year salary step plan will be adjusted by the 2% collective bargaining wage increase.
Full-time employees in the CUNY Custodial Supervisor title who retired, resigned or otherwise separated from CUNY on or after February 1, 2020, may be entitled to a salary adjustment retroactive to February 1, 2020, up until the date of their retirement, resignation or separation.

The 3-year, 4-year and 5-year salary steps shall be payable effective on January 1 or July 1 following the appropriate anniversary date of employment in title.
Agency Actions:
To process the Step Implementation for eligible employees, in Institution Pay Period 16C, CUNY must submit a transaction(s) via the Automated Interface (AI) or on the Job Action Request screen in PayServ using Action Code PAY (Pay Rate Change) and Reason Code CSL (Cor Sal) and update the employee’s annual salary.
Retroactive Processing
When a manual adjustment to COVID-19 overtime such as Earnings Code CVO (Covid-19 OT Override) is needed, Earnings Code ARC must be used. When a manual adjustment to non-COVID-19 related overtime such as Earnings Code OTO (OT Override) is needed, Earnings Code ARO must be used. Please refer to Payroll Bulletin No. 1893 for more information.
Agencies must continue to use Earnings Code AJR for all other override Time Entry Earnings Codes requiring a manual adjustment as a result of a retroactive salary increase.
Agencies must provide an explanation of the adjustment in the General Comments or Time Entry page in Payserv.
The Earnings Codes AJR, ARC, and ARO must be reported as follows:

Tax Information:
These monies are taxable income subject to all employment taxes and income taxes, will be included in the employee’s taxable gross and reported on the employee’s Form W-2.
The adjustments (Earnings Codes AJR, ARC, and ARO) are supplemental taxable income and will be included in the employee’s taxable gross subject to all employment and income taxes.
Federal, State, and New York City income tax withholding will be calculated using the Aggregate method. Yonkers income tax withholding will be calculated using the Flat Rate method (1.95975% for Yonkers residents and 0.50% for Yonkers non-residents).
Undeliverable Checks:
When a valid payroll check is undeliverable due to the agency’s inability to locate the employee, the agency should follow the Agency Actions identified in Payroll Bulletin No. 1786 – Non-Negotiated and/or Undeliverable New York State Payroll Checks.
Checks issued to eligible employees who are now deceased should be submitted as a stop payment request with a reason of Exchange in PayServ. The Report of Check Exchange (AC 1476-P), Next of Kin Affidavit (AC 934-P) and original death certificate should be submitted to the Payroll Reversal and Exchange mailbox at the same time as the stop payment request. If a Next of Kin Affidavit has been previously submitted for a deceased employee’s payroll check, OSC will accept a photocopy of this form along with a new Report of Check Exchange.
