Background
Chapter 9 of the Laws of 2005 implements the agreement between the State of New York and Rent Regulations Services and provides for the following general salary increases and payments.
Contract Provisions and Eligibility Criteria
April 1, 2005 General Salary Increase
The legislation provides for a 2.75% Salary Increase for employees who, on or after the effective date of the Increase, have a status of Active, Paid Leave, or Leave of Absence due to Workers’ Compensation Leave, and are in graded, NS (SG 600) and trainee (SG 800) positions.
- Payable 4/7/05.
- Revised April 1, 2005 Salary Schedule is attached.
- Annual employees receive a 2.75% Increase rounded to the nearest dollar.
Exceptions:
- No Increase for FEE basis employees, except for employees budgeted as per diem with a Pay Basis Code of FEE.
- No Increase for employees who were on a Leave of Absence for a Reason unrelated to Workers’ Compensation Leave on the effective date of the Increase until the employee returns from leave.
Location Pay Increase
The legislation provides an increase to $1,264.00 for employees in NYC, Nassau, Rockland, Suffolk, and Westchester counties, effective 4/7/05.
OSC Actions: Automatic Update of Rows on Job Data and Additional Pay Pages
After payroll processing for Pay Period 1L is completed, OSC will automatically insert rows in the Job Data page to reflect the April 2005 salary increases for salaried employees in Bargaining Unit 67.
- OSC will insert a row in the employee’s Job Data record using the Action/Reason codes of PAY/SAC (Pay Rate Change/Mass Salary Increase) with an effective date of 4/7/05 for Active employees and for employees on a Workers’ Compensation Leave (with a Reason code of WDL, WSP, or WPS).
- For employees who were Inactive or on a Leave of Absence without Pay (not WDL, WSP, or WPS) on 4/7/05, the Increase will be applied to the employee’s Job Data record only if the employee was subsequently returned to the payroll in an eligible bargaining unit. Rows will be inserted as of the effective date of the Return from Leave action using the Action/Reason codes of PAY/CSL (Pay Rate Change/Correct Salary) and the new salary.
- All subsequent rows on the Job Data record will also be updated automatically by inserting additional rows with the Action/Reason codes of PAY/CSL (Pay Rate Change/Correct Salary) provided the employee remained in Bargaining Unit 67.
Location Pay
OSC will automatically increase eligible employees’ Location Pay (LOC) on the Additional Pay page from $1,230.00 to $1,264.00 effective 4/7/05.
Control-D Reports
The following Control-D Reports will be available after processing of the automatic increases:
NHRP 703 Mass Salary Additional Pay Report
This report identifies all employees receiving an automatic increase for Location Pay (LOC). Fields on this report include EmplID, Employee Record Number, Employee Name, Earn Code, Grade, Salary Plan, Bargaining Unit, and Additional Pay Amount.
NHRP 704 Mass Salary Payment Report
This report identifies all employees who received the General Salary Increase. The report identifies the employee’s last salary that was automatically increased in an eligible bargaining unit. Other fields on the report include the EmplID, Employee Record Number, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part Time Percentage, Action Reason, and Increment Code.
NHRP 709 Mass Salary Increase Exception Report
This report identifies employees who did not receive an automatic General Salary Increase. Fields on the report include EmplID, Employee Record Number, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part Time Percentage and FTA Salary. The report identifies the reason the employee’s salary was not increased with one of the following messages:
- Salary Below Minimum
- Position and Job do not match
Agency Actions
The following procedures must be used by the agency when reporting transactions in Pay Period 1L:
- For Pay Changes, Position Changes, and Transfers with effective dates on or before 4/7/05:
- The agency must not include the Performance Advance or 2.75% Salary Increase in the Pay Rate Field.
- For Pay Changes, Position Changes, and Transfers with effective dates after 4/705:
- The agency must not include the 2.75% Salary Increase in the Pay Rate Field, but must include the Performance Advance in the salary, if applicable.
For employees identified on the Mass Salary Increase Exception Report (NHRP 709), the agency must submit the Pay Rate Change on the Job Action Request page for eligible employees. Pay changes that are subsequent to the effective date of the General Salary Increase are required for all rows on the employee’s Job Data page.
- Salary Below Minimum
Agencies must review the Job Data records of these employees to determine the appropriate action. The employees may be in incorrect positions. If so, a position change also may be required. - Position Data and Job Data do not match
Agencies must review the Job Data records of these employees and contact the Position Management Unit to determine the appropriate action. After the Position and the Job Data records are reconciled, the agency must submit the appropriate pay changes on the Job Action Request page.
