Background
Chapter 10 of the Laws of 2008 implements the agreements between the State of New York and both CSEA and M/C. It provides for October 1, 2008, increases in Location Pay to $3,026 and in Mid-Hudson Location Pay to $1,513.
Chapter 114 of the Laws of 2008 implements the agreement between the State of New York and PEF and provides for October 1, 2008, increases in Location Pay to $3,026 and in Mid-Hudson Location Pay to $1,513.
Chapter 49 of the Laws of 2008 implements the agreement between the State of New York and RRSU and provides for October 1, 2008, increases in Location Pay to $3,026 and in Mid-Hudson Location Pay to $1,513.

Contract Provisions and Eligibility Criteria
Downstate Location Pay Increase
The legislation provides an increase to $3,026 for employees in NYC, Nassau, Rockland, Suffolk and Westchester counties, effective 9/25/08 (Institution) and 10/2/08 (Administration).
Mid-Hudson Location Pay Increase
The legislation provides an increase to $1,513 for employees in Orange, Dutchess and Putnam counties, effective 9/25/08 (Institution) and 10/2/08 (Administration).
Note: The Location Pay for employees in Monroe County remains at $200 annually for eligible employees.
OSC Actions
Location Pay
OSC will automatically increase eligible employees’ Location Pay (LOC) on the Additional Pay page from $1,850 to $3,026 for all rows effective 9/25/08 (Institution) or 10/2/08 (Administration) and later.
Mid-Hudson Location Pay
OSC will automatically increase eligible employees’ Mid-Hudson Location pay (LMH) on the Additional Pay page from $1,000 to $1,513 for all rows effective 9/25/08 (Institution) or 10/2/08 (Administration) and later.
Agency Actions in Pay Period 14
Location Pay for New Hire, Position Changes and Transfers in Pay Period 14
If the effective date of Location Pay or Mid-Hudson Location Pay is effective on or before 9/25/08 (Institution) or 10/2/08 (Administration), agencies should enter the OLD amount on the Additional Pay page.
If the effective date of Location Pay or Mid-Hudson Location Pay is effective after 9/25/08 (Institution) or 10/2/08 (Administration), agencies should enter the NEW amount on the Additional Pay page.

The following Control-D Report will be available on October 14, 2008 (Institution) or October 20, 2008 (Administration):
NHRP703 Mass Salary Additional Pay Report
This report identifies all employees receiving an automatic increase for Location Pay (LOC) or Location Pay Mid-Hudson (LMH). Fields on this report include EmplID, Employee Record Number, Employee Name, Earn Code, Grade, Salary Plan, Bargaining Unit, Additional Pay Amount and Part Time Percentage.
