Purpose
To inform the agency of the new Time Entry earn code and procedure for Shift Change Half-Time payments.
Affected Employees
Troopers in Bargaining Unit 07, Commissioned Officers in Bargaining Unit 17 and Police Investigators in Bargaining Unit 62
Background
Currently New York State Troopers, Commissioned Officers and Police Investigators work on a 28 day schedule and are assigned to specific 8 or 12 hour shifts. Their schedules are posted 28 days in advance.
Pursuant to the Interest Arbitration Awards of 2001-2003 for New York State Troopers in Bargaining Unit 07 and Commissioned Officers in Bargaining Unit 17:
Effective as of 9/23/04, an employee who must report for duty on a regularly scheduled work day, for hours other than the employee is scheduled for, and is given less than two (2) days notice, is entitled to straight time plus half time for the hours worked outside of the regularly scheduled hours.
Pursuant to the Interest Arbitration Award of 2005-2007 for Police Investigators in Bargaining Unit 62:
Effective as of 3/24/05, an employee who must report for duty on a regularly scheduled work day, for hours other than the employee is scheduled for, and is given less than seven (7) days notice, is entitled to straight time plus half time for the hours worked outside of the regularly scheduled hours.
Effective Date
Payments may be submitted beginning in Pay Period 3L for paychecks dated 5/28/08
OSC Actions
OSC has created a new Time Entry earnings code to be used to pay the Shift Change Half Time payment:
- SCH (Shift Change Half State Police)
SCH will pay ½ of the employee’s straight time hourly rate.
Agency Actions
Beginning in Pay Period 3L, the agency may begin submitting the payments for eligible employees. The following procedures should be used for any retroactive or future payments.

Deduction Information
All general deductions for employees whose status is Terminated, Retired or Deceased will be automatically cancelled by OSC with the exception of the following:

Undeliverable Checks
Inactive employees may be eligible for a payment as a result of the adjustments. If the agency has made an effort to deliver the check to the employee but the check has been returned and is undeliverable, the agency should forward the check to the NYS Department of Tax and Finance, Division of Treasury, per instructions in Payroll Bulletin No. 456.
Checks issued to eligible employees who are now deceased should be returned with a completed Next of Kin Affidavit (Form AC 934-P) and a Report of Check Exchange (Form AC 1476-P).
For recipients of a previously deceased employee's payroll checks where a Next of Kin Affidavit and Report of Check Exchange forms have been submitted, OSC will accept a photocopy of these forms to process the exchange of the check.
Payroll Register and Employee Paycheck/Advice
The Earn Code SCH and the amount will be displayed on the payroll register.
The earnings description “Shift Change Half State Police” and the amount will be displayed on the employee’s paycheck stub or direct deposit advice statement.
