Contract Provisions and Eligibility Criteria
The legislation provides for the following increases:
April 1, 2007 Retroactive Salary Increase
- A retroactive 3% Salary Increase rounded to the nearest dollar for all employees in Bargaining Unit 62.
- Payable effective 4/5/07.
- 4/1/07 Salary Schedule reflects the 3% increase.
April 1, 2008 Retroactive Salary Increase
- A retroactive 3% Salary Increase rounded to the nearest dollar for all employees in Bargaining Unit 62.
- Payable effective 4/3/08
- 4/1/08 Salary Schedule reflects the 3% increase.
April 1, 2009 Retroactive Salary Increase
- A retroactive 3% Salary Increase rounded to the nearest dollar for all employees in Bargaining Unit 62.

Longevity Compensation (LGC)
2007

2008
Increases effective 4/3/08 to the following annual amounts for members who are eligible to receive Longevity Compensation.

Automatic Increase in Location Pay (LOP)
- A row will be inserted to update the Additional Pay page with an effective date of 4/5/07 and increase the amount to $1,392 for all employees receiving Location Pay (LOP).
- A row will be inserted to update the Additional Pay page with an effective date of 4/3/08 and increase the amount to $1,434 for all employees receiving Location Pay (LOP).
- A row will be inserted to update the Additional Pay page with an effective date of 4/2/09 and increase the amount to $1,477 for all employees receiving Location Pay (LOP).

Automatic Increase in Longevity Pay (LGC)

Automatic Increase in Expanded Duty Pay (DPE)

Automatic Increase in Command Pay (COM) (Senior Investigators Only)
- A row will be inserted to update the Additional Pay page with an effective date of 4/5/07 and increase the amount to $2,699 for all employees receiving Command Pay.
- A row will be inserted to update the Additional Pay page with an effective date of 4/3/08 and increase the amount to $2,780 for all employees receiving Command Pay.
- A row will be inserted to update the Additional Pay page with an effective date of 4/2/09 and increase the amount to $2,863 for all employees receiving Command Pay.

Automatic Retroactive Processing
OSC will automatically calculate retroactive payments based on the 4/5/07, 4/3/08 and 4/2/09 Salary Increase, increases to Additional Pay earnings, and the increase to Holiday Pay (HSP) on Time Entry.
Additional Pay earnings that were previously reported as adjustments such as Adjust Location Pay (ALP) will not be retroactively adjusted.
Time Entry earnings that are paid as an amount such as ADJ, OTO, RGO, and SCO will not be automatically adjusted.
The agency must calculate and submit adjustments to these earnings using the Time Entry Earn Code AJR (Adjust Raise).
Retroactive Payments for Employees Receiving Military Stipends
For employees who were placed on Military Stipend Leave with or without pay on or after the effective date of the increases as a result of new military orders, OSC will recalculate the amount of Military Stipend. The recalculations will be processed in Pay Period 9L, paychecks dated 8/19/09.
- For those employees who received a stipend, the increase in biweekly stipend will be updated on the Job Data record by inserting a new row to reflect the new biweekly stipend amount. Any additional adjustment that is required due to the change in stipend that will not be calculated automatically by the retro process will be reported by OSC in the Time Entry page using the Earn Code AMS(Adjust Military Stipend).
- For those employees who did not receive a stipend but became eligible for a stipend because of the increased salary, OSC will take the necessary action on the Job Data and/or Time Entry pages to pay the required increases.

NHRP703 Mass Salary Additional Pay Report
This report identifies all employees receiving an automatic increase for Location Pay (LOP), Supplemental Location Pay (SPL), Expanded Duty Pay (DPE), Longevity Compensation (LGC), Premium Overtime (PRO) Maintenance Allowance (MTA), and Command Pay (COM). Fields on this report include EmplID, Employee Record Number, Employee Name, Earn Code, Grade, Salary Plan, Bargaining Unit and Additional Pay Amount.
NPAY 771 Time Entry Payment Report
This report identifies all employees receiving an automatic increase in Holiday Pay (HSP). Fields on this report include DeptID, EmplID, Empl Record, Name (Alpha order), Earn Code, Earns End Date, Grade, BU, Percentage, Amount, Number of Payments Processed, Total Payment Amount.
NHRP704 Mass Salary Payment Report
This report identifies all employees who received the General Salary Increase. The report identifies the employee’s last salary that was automatically increased in an eligible bargaining unit. Other fields on the report include the EmplID, Employee Record Number, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part-time Percentage, Action Reason and Increment Code.
Deduction Information
All general deductions for employees whose status is Terminated, Retired or Deceased will be automatically cancelled by OSC with the exception of the following:

Undeliverable Checks
Inactive employees may be eligible for a payment as a result of the adjustments. If the agency has made an effort to deliver the check to the employee but the check has been returned and is undeliverable, the agency should forward the check to the NYS Department of Tax and Finance, Division of Treasury, per instructions in Payroll Bulletin No. 908.
Checks issued to eligible employees who are now deceased should be returned with a completed Next of Kin Affidavit (Form AC 934-P) and a Report of Check Exchange (Form AC 1476-P).
For recipients of a previously deceased employee's payroll checks where a Next of Kin Affidavit and Report of Check Exchange forms have been submitted, OSC will accept a photocopy of these forms to process the exchange of the check.
Payroll Register and Employee Paycheck/Advice
All retroactive adjustments will be displayed on the payroll register and the employee’s paycheck stub or direct deposit advice statement.
