Purpose
To inform the Division of State Police of OSC’s automatic processing of the 2017 State Police Maintenance Allowance.
Affected Employees
Employees of the Division of State Police in the State Police Investigators Unit (BCI) – BU62 who meet the eligibility criteria
Background
Chapter 234 of the Laws of 2016, which implemented the 2011-2018 Agreement between the State of New York and the New York State Police Investigators Association (NYSPIA), provides for an increase to maintenance allowance.
Effective Date(s)
The 2017 State Police Maintenance Allowance will be processed in Administration Pay Period 03L/04C, paychecks dated 05/31/17
Eligibility Criteria
Employees in Bargaining Unit 62 who have a Payroll Status of Active, Leave With Pay or Leave of Absence with an Action/Reason code of Leave of Absence/MLS (Mil Stip), Leave of Absence/MTS (Military Training Stipend) or Leave of Absence/MLL (Mil Lv) on 04/06/17 are eligible for the Maintenance Allowance.
OSC Actions
OSC will automatically insert a row on the Additional Pay page for employees who meet the eligibility criteria on 04/06/2017 as follows:

The increase will be applied retroactively to update the biweekly earnings paid in checks dated 05/03/17 and 05/17/17 from $128.07 to $129.99.
Control-D Report
After the automatic processing of the 2017 State Police Maintenance Allowance is completed, the following Control-D report will be available for agency use.
NHRP703 - Mass Additional Pay Report
This report identifies all Maintenance Allowance rows automatically updated or inserted by the program.
Overtime Calculation
The Maintenance Allowance is included in the calculation of overtime compensation (refer to the Online Payroll Manual accessed from the PayServ Bulletin Board – Payroll Manual > Earnings Manual > Time Entry Payments > Overtime Compensation).
Retirement Information
The Maintenance Allowance is pensionable.
Deduction Information
All general deductions for employees whose status is Terminated, Retired or Deceased will be automatically cancelled by OSC with the exception of the following:

Undeliverable Checks
If the agency has made an effort to deliver the check to the employee but the check has been returned and is undeliverable, the agency should forward the check to the NYS Department of Taxation and Finance, Division of Treasury, per instructions in Payroll Bulletin No. 908.
Checks issued to eligible employees who are now deceased should be returned with a completed Next of Kin Affidavit (Form AC 934-P) and a Report of Check Exchange (Form AC 1476-P). If a Next of Kin Affidavit has been previously submitted for a deceased employee’s payroll check, OSC will accept a photocopy of this form along with a new Report of Check Exchange.
Tax Information
These monies are taxable income, will be included in the employee’s taxable gross and is subject to all employment taxes and income taxes. Income taxes will be calculated using the employee’s current Tax Marital Status and Withholding Allowances on the Update Employee Tax Data page.
Payroll Register and Employee’s Paycheck/Advice
The Earnings Code MTA and the amount paid will be displayed on the Payroll Register. The Earnings Description Maintenance Allowance and the amount paid will appear on the employee’s paycheck stub or direct deposit advice.
