To inform the agency of OSC's automatic processing and provide instructions for processing adjustments and changes

Investigators and Senior Investigators in Bargaining Unit 62
Payment Date
The salary increase, other increases and the lump sum payment will be included in the regular check dated May 9, 2001
Contract Provisions and Eligibility Criteria
Chapter 8 of the Laws of 2001, which implements the Arbitration Award between the State and NYSPIA, provides for the following general salary increases and other payments.
April 1, 2001 Salary Increase
Effective 4/01/01, payable 3/29/01, the salaries of Investigators will be increased to the following amounts:
- $67,655 NYC, Rockland, Westchester Counties
- $67,756 Nassau and Suffolk Counties
- $67,263 All other locations
Effective 4/01/01, payable 3/29/01, the salary of Senior Investigators will be increased to $65,187.
Lump Sum Payment
Investigators and Senior Investigators who were on the payroll from 4/01/99 - 3/28/01 in its entirety will receive a non-recurring lump sum payment of $11,559.
Those not on the payroll for the entire period will receive a pro- rated lump sum payment.
Location Pay
The legislation provides an increase from $823 to $1,100 annually, effective 4/01/01, payable 3/29/01, for employees in NYC, Rockland, Westchester, Nassau and Suffolk Counties.
Monroe County remains at $200 annually for eligible employees.
Supplemental Location Pay
The legislation provides for a new additional salary factor for full time, annual salaried employees, effective 4/01/01, payable 3/29/01 in the following counties:
- Putnam, Orange, Dutchess $1,000
- NYC, Rockland, Westchester $1,500
- Nassau, Suffolk $1,750
Premium Overtime
The legislation provides for an increase in Premium Overtime to $9,017 effective 4/01/01, payable 3/29/01, for Senior Investigators.
Command Pay
The legislation provides for an increase in Command Pay to $2,250 effective 4/01/01, payable 3/29/01, for Senior Investigators.
Maintenance Allowance
The legislation provides for an increase in the Maintenance Allowance to $478 effective 4/01/01, payable 3/29/01, for Investigators and Senior Investigators.
Clothing Allowance
The legislation provides for an increase in the Clothing Allowance to $1,738 effective 4/01/01, payable 3/29/01, for Investigators and Senior Investigators.
Additional Longevity Compensation
The legislation provides for additional longevity compensation for Investigators and Senior Investigators effective 4/01/01, payable 3/29/01, as follows:
- After 5 years following appointment to Investigator $1,000
- After 10 years following appointment to Investigator $1,500
- After 15 years following appointment to Investigator $2,000
Overtime Meal Allowance
The legislation provides for an increase in the Overtime Meal Allowance to $5.00 per meal effective 4/01/01, payable 3/29/01, for Investigators and Senior Investigators.
OSC Actions: Automatic Update of Rows on Job Data
After processing for pay period 2L/3C is complete, OSC will automatically insert a row, effective 3/29/01, to reflect a salary increase for all eligible employees whose status is Active or Paid Leave of Absence on 3/29/01. The Action of Pay Rt Chg and the Reason of CFS (Cor Fy Sal) will be used.
All subsequent rows on the Job Data panel will be updated automatically by inserting additional rows with the Action of Pay Rt Chg and Reason of CSL (Cor Sal).
Investigators (grade 704)
Salary increased from $54,855 to the following effective 3/29/01:
- $67,655 if geographic pay is $3,650 (NYC, Rockland Westchester counties)
- $67,756 if geographic pay is $4,800 (Nassau, Suffolk)
- $67,263 if geographic pay is $0 (elsewhere)
Senior Investigators (grade 707)
Salary increased from $57,952 to the following effective 3/29/01:
$65,187 for all Senior Investigators
OSC Automatic Update of Additional Pay
OSC will automatically insert a row in the Additional Pay Panel to increase the following earnings, effective 3/29/01, for all eligible employees whose status is Active or Paid Leave of Absence on 3/29/01.
If an employee has a row on the Additional Pay panel for any of the following earnings and the effective date is 3/29/01 or later, the existing row will automatically be updated to reflect the new amount.
Location Pay Increase (grade 704 and 707)
OSC will automatically insert a row to increase an eligible employee's Location Pay from $823 to $1,100 using the Earn Code LOC effective 3/29/01.
Clothing Allowance (grade 704 and 707)
OSC will automatically insert a row to increase an eligible employee's Clothing Allowance from $1,545 to $1,738 using the Earn Code CLA effective 3/29/01.
Maintenance Allowance (grade 704 and 707)
OSC will automatically insert a row to increase an eligible employee's Maintenance Allowance from $425 to $478 using the Earn Code MTA effective 3/29/01.
Command Pay (grade 707)
OSC will automatically insert a row to increase an eligible employee's Command Pay from $2,000 to $2,250 using the Earn Code COM effective 3/29/01.
Premium OT (grade 707)
OSC will automatically insert a row to increase an eligible employee's Premium OT from $8,016 to $9,017 using the Earn Code PRO effective 3/29/01.
OSC Automatic Lump Sum Payment in Time Entry Panel
On April 23, 2001, OSC will automatically insert a row in the Time Entry panel to process the lump sum payment using the earn code CPA (Cash Payment Award) for employees who meet the eligibility criteria.
Employees who were in full-time employment status from 4/1/99 thru 3/28/01 will be entitled to the full payment amount of $11,559.
Employees who were not in full-time status (hired after 4/1/99, change in BU, leaves, suspensions, terminations), including sick leave pay, during the entire eligibility period are entitled to a pro-rated amount of $22.20 per day based on the total number of days accumulated in the eligibility period. The pro-rated amount for sick leave pay is $11.10 per day.
The following information will be inserted in the Time Entry panel:

OSC Automatic Retroactive Processing
OSC will automatically calculate retroactive payments resulting from the 3/29/01 Salary and Additional Pay increases.
Agency Responsibility Pay Period 2L/3C
Position Changes
For position changes requested on the Job Action Request panel, the agency must enter the salary rate from the 1/1/99 salary schedule.
Supplemental Location Pay
For eligible employees, the agency must insert a row on the Additional Pay panel to add Supplemental Location Pay, effective 3/29/01, using the new earn code SPL.
The new earn code ASL (Adjust Supplemental Location Comp) has also been established to report an adjustment of SPL earnings in the Additional Pay panel. This code must be used, in addition to the earn code SPL, when an employee is retroactively hired, rehired, or returned from leave without pay to report the amount of the retroactive SPL earnings. It is also used to adjust SPL earnings when SPL is added, changed, or ended mid-period and the employee did not have a status change.
New Earn Code Procedures
The following are the procedures for adding the new earn code SPL:
Insert a new row on the Additional Pay panel.
Enter the earn code SPL in the Earnings Code field.
Enter the effective date 3/29/01 or later
Enter the amount of the earnings in the Earnings field based on the amounts stated below.
Putnam, Orange, and Dutchess | $1,000 |
NYC, Rockland, and Westchester | $1,500 |
Nassau, Suffolk | $1,750 |
Enter an Earn End Date if the employee is currently inactive, on a leave of absence without pay, or became ineligible to receive the earnings (e.g.: bargaining unit change, location change). The End Date must be the last date the employee is eligible to receive the earnings.
Click the OK to Pay.
Save the transaction.
Additional Rows for SPL Earnings:
The agency must enter an additional row(s) on the Additional Pay panel for the earn code SPL if the employee went on a leave with pay and was reinstated to full pay, or vice versa, since 3/29/01. The additional row is required to increase or decrease the system generated biweekly compensation rate for this earnings.
Additional Longevity Compensation
For eligible employees, the agency must insert a row on the Additional Pay panel to add Additional Longevity Compensation, effective 3/29/01, using the new earn code ADL.
The new earn code AAL (Adjust Additional Longevity) has also been established to report an adjustment of ADL earnings in the Additional Pay panel. This code must be used, in addition to the earn code ADL, when an employee is retroactively rehired or returned from leave without pay to report the amount of the retroactive ADL earnings. It is also used to adjust ADL earnings when ADL is added, changed or ended mid-period and the employee did not have a status change.
New Earn Code Procedures:

Additional Rows for ADL Earnings:
The agency must enter an additional row(s) on the Additional Pay panel for the earnings code ADL if the employee went on a leave with pay and was reinstated to full pay, or vice versa, since becoming eligible to receive the earnings. The additional row is required to increase or reduce the system generated biweekly compensation rate for this earnings.
Reporting Other Additional Pay Earnings
The agency should report the former amount of the earnings for the earn codes LOC, PRO, COM, MTA, and CLA.
Reporting Meal Allowances
Meal Allowances
Effective pay period 2L/3C, the agency should submit the earn code OMO to report meal allowances earned 3/29/01 or later. This code will be used to report overtime meals, regardless of whether the overtime is being reported in the same pay period or was reported in a prior pay period.
Agency Responsibility Retroactive Processing
Overtime Adjustment Due to Cash Payment Award
The agency must calculate overtime adjustments resulting from the cash payment award for overtime worked from 4/1/99 thru 3/28/01. The earn code AJR must be used to report the adjustment.
Reveal Reports and Agency Responsibility
The following Reveal reports will be available for agency review following the Salary and Additional Pay increases.
Mass Salary Payment Report (NHRP704)
This report will identify all employees who received the automatic salary increase. The report will identify the employee's last salary in an eligible bargaining unit that was automatically increased. Other fields on the report include Employee ID, Employee Record#, Employee Name, Grade, Barg Unit, Pay Basis Code, Part Time Percentage, Action Reason and Increment Code.
Mass Salary Increase Exception Report (NHRP709)
This report will identify employees who did not receive the automatic salary increase. Fields on the report include Employee ID, Employee Record #, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part Time Percentage, and FTA Salary. The report will identify the reason the employee's salary was not increased by identifying one of the following messages:

Salary Off Step
Agency Responsibility:
The agency must review the employee's Job Data record to determine the appropriate action and submit the necessary position changes and/or pay changes in pay period 3L/4C.
Mass Salary Additional Pay Report (NHRP703)
This report will identify all employees receiving an automatic increase for Location Pay (LOC), Clothing Allowance (CLA), Maintenance Allowance (MTA), Premium OT (PRO) and Command Pay (COM). Fields on this report include Emplid, Employee Record #, Employee Name, Earn Code, Grade, Sal Admin Plan, Bargaining Unit and Additional Pay Amount.
Payroll Register and Employee's Check/Advice
All retroactive adjustments will be displayed on the payroll register and the employee's pay stub or advice.
For the cash payment award, the earnings code CPA and amount will be displayed on the payroll register. The earnings description Cash Payment Award will appear on the employee's pay stub or advice.
Since the check can only accommodate up to 13 earn codes, the employee's remaining earnings will be combined and "other" will be displayed along with the combined total amount.
