To explain OSC’s automatic processing and to provide agency instructions for payments and changes not processed automatically.

Background
Pursuant to Chapter 103 of the Laws of 2005 which implements the Arbitration Award between New York State and the NYS Police Investigators Association (NYSPIA) that provides for Salary Increases and other payments for employees in Bargaining Unit 62.
Contract Provisions
Contract provisions include payments for:
- Cash Payment Award (CPA) – Prorated lump sum payment
- Overtime adjustment (OS1) – Overtime in 2003- 2004 to be adjusted 3%; overtime in 2004-2005 to be adjusted 6.09%
- Base salary increase effective 4/07/05
- New Expanded Duty Pay (DPE) effective 4/07/05
- Premium in Lieu of Overtime increase (PRO) effective 4/07/05
- Command Pay increase (COM) effective 4/07/05
- Maintenance Allowance increase (MTA) effective 4/07/05
- Supplemental Location Pay increase (SPL) effective 4/07/05
- Location Pay increase (LOP) effective 4/07/05
- New Assumption of Supervisory Responsibility (SCP)
Contract provisions also include the elimination of:
- Clothing Allowance (CLA) ended effective 4/07/05
- Equipment Allowance (EQA) ended effective 4/07/05
- Training Stipend (TST) ended effective 3/27/03
Eligibility
Employees must be on the payroll in BU 62 between 03/27/03 and 04/06/05 to be eligible for the Cash Payment Award (CPA) and/or Overtime adjustment (OS1).
If not on the payroll between those dates, employees are eligible for the increase in base salary and additional compensation on 4/07/05 or whenever the employee is appointed or returned to BU 62.
New Earnings Codes and Procedure for Future Payments
OSC has created three (3) new Additional Pay Earnings Codes effective 4/7/05 to process the new payments that were awarded in the arbitrator’s decision for eligible employees who meet the criteria. The agency must use the following procedures for any future eligible employees on the Additional Pay page:
- DPE (Expanded Duty Pay BU 62)

The following adjustment codes have been created for mid-pay period changes where there is a pay status change:
- AED (Adjust Expanded Duty)

Note: The existing Earnings Code ALP (Adjust Location Pay) will be used to adjust LOP (Location Pay State Police).
OSC Actions - Pay Period 7
In Pay Period 7, OSC will automatically do the following:
- Salary Increase (SAC) New Salary charts are in effect for Bargaining Unit 62 (see Attachment). OSC will insert a row in Job Data using the Action/Reason codes of PAY/SAC (Pay Rate Change/Salary Increase) and increase salaries for all employees Active or on a paid Leave of Absence on 4/7/05 per the attached salary schedule. OSC will update any subsequent rows using the Action/Reason codes of PAY/CSL (Pay Rate Change/Correct Salary) where the bargaining unit is 62.
- Cash Payment Award (CPA) OSC will insert a row in Time Entry using the Earn Code CPA and insert the amount of $10,771.00 for Investigators who were Active from 03/27/03 to 4/6/05 with no break in service. For employees not Active for the entire time period of 3/27/03 through 4/6/05, OSC will insert an amount equal to $203.00 for each full pay period and will prorate partial pay periods. The Begin and End Dates in Time Entry will be 4/6/05 or the employee’s last date in a BU 62 position. OSC will supply the agency with a listing of all employees who received the Cash Payment Award.
- Expanded Duty Pay (DPE) OSC will insert a new row on the Additional Pay page using the new Earnings Code DPE effective 4/7/05 or the date the employee becomes eligible for the payment. The amount of the payment is $2,500.00.
- Premium in Lieu of Overtime (PRO) For employees whose bargaining unit is 62 and have Premium in Lieu of Overtime (PRO) of $9,332.00, OSC will insert a row and update the Additional Pay page with an effective date of 4/7/05 and increase the amount to $9,900.00. OSC will update any subsequent rows where the employee's bargaining unit is 62.
- Command Pay (COM) For employees whose bargaining unit is 62 and have Command Pay (COM) of $2,328.00, OSC will insert a row and update the Additional Pay page with an effective date of 4/7/05 and increase the amount to $2,470.00. OSC will update any subsequent rows where the employee's bargaining unit is 62.
- Maintenance Allowance (MTA) For employees whose bargaining unit is 62 and have Maintenance Allowance (MTA) of $495.00,OSC will insert a row and update the Additional Pay page with an effective date of 4/7/05 and increase the amount to $2,622.00. OSC will update any subsequent rows where the employee's bargaining unit is 62.
- Supplemental Location Pay (SPL) For employees whose bargaining unit is 62 and have Supplemental Location Pay (SPL) of $1,000.00 (Putnam, Orange & Dutchess counties), $1,500.00 (NYC, Rockland & Westchester counties), or $1,750.00 (Nassau & Suffolk counties), OSC will insert a row and update the Additional Pay page with an effective date of 4/7/05 and increase the amount to:
$1,061.00 Putnam, Orange & Dutchess counties $1,591.00 NYC, Rockland & Westchester counties $1,857.00 Nassau & Suffolk counties - Location Pay (LOC) and Location Pay State Police (LOP) For employees whose bargaining unit is 62 and have Location Pay (LOC) of $1,200.00, OSC will insert an end date of 4/6/05 to end the Earnings Code LOC and will insert a row with the new Location Pay Earnings Code of LOP on the Additional Pay page with an effective date of 4/7/05 and enter the amount to $1,273.00. OSC will update any subsequent rows where the employee's bargaining unit is 62.
Note: OSC will automatically process retroactive adjustments as well as all earnings such as overtime or lost time, based on the increases above.
Discontinued Earn Codes
OSC will end the following earnings and the appropriate Earn Codes that have been eliminated by the contract:
Effective 4/7/05:
- CLA Clothing Allowance - OSC will insert an end date of 4/6/05 and remove the code for BU 62.
- EQA Equipment Allowance – OSC will remove the code for BU 62.
Effective 3/27/03:
- TST Training Stipend – OSC will remove the code for BU 62.
Overtime Adjustment (OS1)
OSC will calculate adjustments to overtime (EOS, OTH, OTO, OTS, OTT) for all overtime worked between 3/27/03 and 4/6/05 as follows:

3/25/04-4/06/05 | 6.09% increase |
The adjustment is pensionable and will be paid in the regular paycheck. OSC will insert a row in Time Entry with the Earn Code of OS1 stating the adjustment for each year. The Begin/End dates will be 3/25/04 (3/27/03-3/24/04) and 4/6/05 (3/25/04-4/06/05) or the last date in which the Overtime is being adjusted.
OSC will supply the agency with a listing of all employees who received the OT adjustment.
Transactions processed automatically will appear on the NHRP520, Daily Outbound Transaction file.
Agency Actions - Pay Period 7
The arbitration agreement created new compensation for Investigators designated to serve with the assumption of supervisory responsibility and who have the title of “Acting Senior Investigator” or “Acting Administrative Senior Investigator.” On the 29th day after such designation, the employee is entitled to additional compensation in the amount of $70.94 for each biweekly pay period the employee remains in the assignment. The agency must use the following procedure on the Additional Pay page:

For employees who are on a Military Stipend (MLS) or a Leave Without Pay on the effective date of the increase and who return from leave effective after 4/7/05, the agency must submit the appropriate Pay Change, effective the date of the return. The reason code of CSL (Correct Salary) must be used.
Control-D Reports
The following Control-D Reports will be available for agency review after the raise is processed.
Mass Additional Pay Report (NHRP703)
This report will identify all employees receiving an automatic increase or new payment for the Earn Codes PRO, COM, MTA, DPE, SPL and LOP. Fields on this report include EmplID, Employee Record #, Employee Name, Earn Code, Grade, Sal Plan, Bargaining Unit, and Additional Pay amount.
Mass Salary Payment Report (NHRP704)
This report will identify all employees who received the automatic increase. The report will identify the employee’s last salary that was automatically increased in an eligible bargaining unit. Other fields on the report include EmplID, Employee Record #, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part-time Percentage, Action Reason, and Increment Code.
Payroll Register and Employee Paycheck/Advice
The Earn Codes CPA, OS1, PRO, COM, MTA, DPE, SPL and LOP with the amount will be displayed on the payroll register as applicable. The following Earn Code descriptions and amounts will appear on the employee’s paychecks or advices as applicable:
