Purpose

To inform the agency of OSC’s automatic processing of the Bargaining Unit, Benefit Program and Earnings Program change

Affected Employees

Payroll Bargaining Unit Code (BU78) will be established for all employees in agency 19001 currently in Bargaining Unit 79.

Background

OSC has determined that the new Payroll Bargaining Unit Code, BU78, be established for the employees of the Tug Hill Commission, Agency code 19001.

Effective Date(s)

The new Bargaining Unit Code, Benefit Program, and new Earnings Program will be set up with the effective date of 08/22/2019, paychecks dated 09/18/2019.

OSC Actions

OSC has created new codes for the following new data elements with respect to the employees and their positions:

• A new Bargaining Unit Code will be Bargaining Unit 78 (Tug Hill Commission). The Union Code will remain CSE.

• A new Earnings Program will be created- Earnings Program N78 (Tug Hill Commission) will replace N79 for all affected employees.

• A new Benefit Program will be created – 78C (Tug Hill Commission) will replace 79C for all affected employees.

• Salary Plan LEC (Legislative Commission) will contain the existing salary charts.

After the processing for Pay Period 10L is complete, rows will be inserted into the Position Data page for all positions including NYS Positions and the Job Data page as follows:

Position Data

OSC will automatically insert a row on the Position Data page effective 08/22/2019. If a row already exists for that date, the data will be updated with the new information with an Action Date of the date the process is run.

All subsequent rows on the Position Data page will be updated inserting the above information. The Action Date will change to the date the process is run.

Job Data

For incumbents of the updated positions, OSC will automatically insert a row on the employee’s Job Data page effective 08/22/2019 with the following information:

Rows will be inserted into the affected employees’ Job Data records with the next sequence number for all subsequent rows.

General Deductions

General Deduction eligibility remains the same for employees in Bargaining Unit 78. As a result, OSC will automatically tie all General Deductions to Bargaining Unit 78 that are currently tied to Bargaining Unit 79.

Additional Earnings Information

There will be no change in the employee’s salary or other earnings.

Agency Actions

The agency may need to add the new bargaining unit 78 to current agency queries to get valid results.
