Purpose
To explain the automatic processing of the $800.00 Bonus Payment and to provide agencies instructions for submitting the $1,500.00 One-Time Bonus Payment.

Background
Chapter 104 of the Laws of 2006, which implements the agreement between the State of New York and the New York State Supreme Court Officers Association (Bargaining Unit SY) provides for a Bonus Payment of $800.00 and a $1,500.00 One-Time Bonus Payment for certain eligible employees.
Payment Amounts and Eligibility
$800.00 Bonus Payment
The following employees are eligible for the Bonus Payment of $800.00:
- Annual employees in Bargaining Unit SY who are Active or on authorized Paid Leave or Leave of Absence (except for LOA/RPD) on the contract ratification date of 5/4/06
The Bonus Payment is not prorated for part-time employees.
The Bonus Payment is pensionable and is included in the calculation of overtime.
$1,500.00 One-Time Bonus Payment
Pursuant to a side letter of the 2003-2007 Agreement dated May 2, 2006, certain employees represented by Bargaining Unit SY who, at the time of their reclassification to a higher grade on or about January 8, 2004, were at or above the maximum salary in their former titles are eligible for a $1500.00 One-Time Bonus Payment. Refer to the side letter for a list of eligible employees.
This payment is not included in basic annual salary or pensionable.
The One-Time Bonus Payment is included in the calculation of overtime.
OSC Automatic Processing
$800.00 Bonus Payment
On August 11, 2006, OSC will automatically insert a row in the Additional Pay page using the Earnings Code BON (Bonus) to pay the Bonus Payment to all Annual salaried employees who were Active or on an authorized Paid Leave or Leave of Absence (other than RPD) on 5/04/06.

Agency Actions
$800.00 Bonus Payment
Agencies must submit payments for employees who are on an unauthorized Leave of Absence on the ratification date (5/4/06) and whose leave is later changed to an authorized leave, enabling the employee to become eligible for the Bonus Payment.
For all eligible employees who did not receive the automatic bonus payment, agencies must submit payments on the Additional Pay page with the following information:

Control-D Report
After the automatic processing, NPAY770, One Time Payment Report, will identify all employees receiving the automatic Bonus Payment. Fields on the report include EmplID, Employee Record Number, Name, Earn Code, Grade, Bargaining Unit, Part-Time Percentage and Amount.
Payroll Register and Employee’s Paycheck/Advice
The Earn Codes BON and/or BOP and the payment amount(s) will be displayed on the payroll register.
The earnings descriptions, Bonus and/or Bonus One-Time Payment, and amount(s) will appear on the employees’ paycheck stub or direct deposit advice.
