DiNapoli Releases Bond Calendar for First Quarter

New York State Comptroller Thomas P. DiNapoli today announced a tentative schedule of planned bond sales for New York State, New York City and their major public authorities during the first quarter of 2024.

The planned sales of $4.36 billion include $3.11 billion of new money and $1.25 billion of refundings and reofferings as follows:

DiNapoli & James: Former Throop Supervisor Pleads Guilty to Stealing $11,000 From Town

A former Town of Throop Supervisor was arrested and pleaded guilty today to stealing nearly $11,000 from the town over a two-year period, State Comptroller Thomas P. DiNapoli, Attorney General Letitia James and the New York State Police announced. William Tarby pleaded guilty to Grand Larceny in the Fourth Degree and Official Misconduct. As part of his plea agreement, he will pay full restitution and cannot seek public office again.

“With a new year and legislative session upon us, today’s State of the State Address by Gov. Hochul outlined her priorities for 2024, addressing issues important to New Yorkers across the state.

“The Midyear Financial Plan released in October indicated the state is facing outyear budget gaps totaling over $21 billion through State Fiscal Year 2026-27.

DiNapoli: Former Morley Fire Company Treasurer Ordered to Pay $50,000 for Theft of Public Funds

New York State Comptroller Thomas P. DiNapoli today announced that the former treasurer of the Morley Volunteer Fire Co., Cindi Perkins, was yesterday ordered to pay $50,000 in restitution and sentenced to serve five years of probation for stealing from the fire company. Perkins, 58, previously pleaded guilty to grand larceny in the fourth degree in November 2023.

DiNapoli: End of Continuous Medicaid Enrollment Requirement Poses Risks to State Financial Plan

With federal legislation ending continuous Medicaid coverage in March 2023, New York state began the process of redetermining eligibility for every enrolled individual. An analysis by State Comptroller Thomas P. DiNapoli found this “unwinding” may not meet projections in the Division of the Budget’s (DOB) Mid-Year Update to the Enacted Budget Financial Plan, adding costs to the state budget.

Since early 2020, enrollees in New York Medicaid have not had to renew their coverage due to COVID-19 public health emergency. DiNapoli: Former Beekman Tax Collector Sentenced for Theft of Over $86,000

New York State Comptroller Thomas P. DiNapoli, Dutchess County District Attorney Anthony Parisi and the New York State Police today announced that Jennifer Colucci, a former tax collector for the town of Beekman, was sentenced to pay full restitution of $88,821.40, five years’ probation, community service, and time served. Colucci served 209 days in jail, paid restitution in full and completed her community service.
