Department of Labor (DOL) Public Work Contractor Registration
Guidance:
Pursuant to Labor Law § 220-i, effective December 30, 2024, (i) contractors are prohibited from bidding on contracts for public work, and (ii) contractors and subcontractors are prohibited from commencing work on covered projects subject to Labor Law §§ 224-A and 224-D or other projects that are privately owned and subject to the provisions of Labor Law Article 8, without registering with the Department of Labor.
When State Contracting Entities submit public works contracts subject to Labor Law § 220-i to the Bureau of Contracts for approval, a contractor’s timely proof of certificate of registration must be provided with the contract documents in the Electronic Document Submission System (EDSS) or Contract Submission System, as applicable. State Contracting Entities are reminded that they must ensure that subcontractors also meet the registration requirements before commencing work on a covered project.
