Automated Standard Application for Payments (ASAP) is an all-electronic payment and information system developed jointly by the U.S. Treasury’s Financial Management Service (FMS) and the Federal Reserve Bank. The latter, in its capacity as Treasury's fiscal agent, operates the system.
Federal agencies establish and maintain accounts in ASAP to control the flow of funds to state agencies. Once an ASAP account is established, the federal agency can enter authorizations to increase or decrease the available balance of its ASAP accounts.
On a daily basis, OSC BSAO initiates payment requests based on the project’s Accounts Receivable balances. Payment requests are approved or rejected automatically based on the amount of available funds in the ASAP account. A federal agency may also place an “Agency Review” hold on the account which allows the federal agency to review the request before payment is approved. OSC BSAO receives immediate notification of approval or rejection for all online payment requests with the exception of those subject to Agency Review. Approved requests are then paid to the State the next business day via the Automated Clearing House (ACH) system.
Federal and state agencies can view relevant data online, such as up-to-the-minute account balances, account history, and the status of payment requests affecting their accounts. Federal agencies also receive daily reports relating to the ASAP accounts under their authority.
