Purpose

To inform agencies of OSC’s automatic processing and to provide instructions for processing adjustments and changes.

Background

The 2005 agreement between the State of New York and the Graduate Student Employees Union (GSEU) provides for a 2.5% raise and a Cash Lump Sum Payment of $500.00 for employees on Full Assistantships and $250.00 for employees on less than Full Assistantships.

Contract Provisions and Eligibility Criteria

April 1, 2005 General Salary Increase

The legislation provides for a 2.5% Salary Increase effective 4/7/05 for employees in Bargaining Unit 28. The increase is calculated based on the employee’s March 31, 2005 salary rate. The amount calculated will be rounded to the next whole dollar and then added to the salary in effect on April 7, 2005. To be eligible for the Salary Increase, an employee must have been Active in Bargaining Unit 28 on March 31, 2005.

Cash Lump Sum Payment

The legislation provides for a Cash Lump Sum Payment of $500.00 for Full Assistantships (employees whose part-time percentage is 50%) and $250.00 for less than Full Assistantships (employees whose part-time percentage is less than 50%). To be eligible for the Cash Lump Sum Payment, an employee needs to be Active on the contract ratification date of 3/24/05 and also Active on the payroll in the previous semester.

OSC Actions

For Processing the April 1, 2005 General Salary Increase:

After payroll processing for Pay Period 3 is completed, OSC will automatically insert rows in the Job Data page effective April 7, 2005 for the Salary Increase. The Action/Reason codes of PAY/SAC (Pay Rate Change/Mass Salary Increase) will be used.

OSC will not automatically process the Salary Increase for employees who have Job Data rows effective April 1, 2005 to April 6, 2005. A listing of these employees will be provided to agencies.

All Job Data rows that are subsequent to April 7, 2005 will also be updated with the Action/Reason codes of PAY/CSL (Pay Rate Change/Correct Salary) using the same method of calculation, provided the employee is still in Bargaining Unit 28.

For Processing the Cash Lump Sum Payment

OSC will insert a row in Time Entry for all eligible employees to pay the Cash Lump Sum Payment using:

Earn Code: RBP, XAI, YAI, or ZAI
Earnings Begin Date: 3/24/05
Earnings End Date: 3/24/05
Amount: $500.00 or $250.00 whichever is applicable

OSC will provide a listing of all employees receiving the Cash Lump Sum Payment for agency review and adjustment as soon as possible.

OSC will provide a listing of all employees receiving the Cash Lump Sum Payment after the payment is processed.

Agency Actions

Agencies must use the pre-raise salary when requesting Pay Changes, Position Changes and Transfer Actions in Pay Period 3L.

Agencies must enter rows for employees who become Active after March 31, 2005.

Cash Lump Sum Payments that must be entered by the Agency:
  • Employees whose eligibility criteria for the Cash Lump Sum Payment is in two different record numbers in PayServ.
  • Employees who were employed by the Research Foundation in the fall and are Active on the State payroll for the spring semester, per the side letter “Review of Lump Sum Eligibility” dated February 14, 2005.

The agency must enter the transaction in the Time Entry page as follows:

Earn Code: RBP, XAI, YAI, or ZAI
Earnings Begin Date: 3/24/05
Earnings End Date: 3/24/05
Amount: $500.00 or $250.00 whichever is applicable

Control-D Reports

The following Control-D Report will be available after processing of the automatic increase:

NHRP704 Mass Salary Payment Report

This report identifies all employees who received the General Salary Increase. The report identifies the employee’s increased salary, EmplID, Employee Record Number, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part-time Percentage, and Action Reason.

Dues/Agency Shop Fees

Based on a request from the Communication Workers of America union, the Cash Lump Sum Payment will be included in the calculations of Union Dues/Agency Shop Fees.

Payroll Register and Employee's Paycheck/Advice

The Earn Code RBP, XAI, YAI, or ZAI and the amount will be displayed on the payroll register and the employee’s paycheck stub or direct deposit advice.
