Purpose

To provide agencies with reporting instructions.

Affected Employees

Employees represented by United University Professions (UUP) in Bargaining Unit 08

Effective Date(s)

Employees in Bargaining Unit 08 may begin to be reported in Administration Pay Period 11L, paychecks dated 9/16/09

Background

Pursuant to Chapter 213 and the 2007-2011 Agreement between UUP and the State of New York, the VRWS Program has been extended to include employees represented by Bargaining Unit 08.

Program guidelines for the Voluntary Reduction in Work Schedule Program have been issued by the Governor’s Office of Employee Relations. Questions about the VRWS Program guidelines may be referred to GOER.

Agency Actions

To report a VRWS, agencies must submit a Job Action Request using an Action/Reason code of Data Change/Voluntary Reduction (DTA/VRW), change the Full/Part-Time indicator to "Voluntary" and change the Part-Time percentage to the appropriate percentage for the employee’s work schedule.  The percentage must be between 70% and 95% in increments of 5%.

To return an employee to a full work schedule, agencies must submit a Job Action Request using an Action/Reason code of Data Change/Change PT Full (DTA/CPF), change the Full/Part-Time indicator to Full Time and change the Part-Time PCT to 1.00.

To change the employee’s part-time percentage in increments of 5%, agencies must submit a Job Action Request using an Action/Reason code of Data Change/CHG PCT (DTA/CPT) and change the Part-Time percentage accordingly.
