Purpose
To provide instructions to agencies for processing United University Professions (UUP) 2017 $600 Lump Sum Payment.
Affected Employees
SUNY Professional Services employees in Bargaining Unit 08 who meet the eligibility criteria except for employees in the following titles:

Background
Chapter 263 of Laws of 2018 implemented the agreement between the State of New York and UUP and provides for a one-time $600 Lump Sum payment for UUP BU 08 employees.

Eligibility Criteria
Employees who meet the following criteria on 06/30/17 AND on 10/17/18 are eligible to receive the one-time lump sum payment.
- Bargaining Unit = 08
- Salary Grade = 980
- Pay Basis Code = ANN, CYF, 21P, CYP, CAL, BIW, HRY, FEE
- Payroll Status = Active or Leave With Pay
In addition, part-time employees who meet the above criteria on 04/30/17 and whose employment expired prior to 06/30/17 are eligible for the payment, at a pro-rated amount.
Agency Actions
Prior to processing, agencies must complete a roster identifying employees who will receive a 2017 one-time $600 Lump Sum payment and must include the payment amount. The roster must be forwarded to SUNY System Administration. A copy of this roster will be provided to OSC in an Excel format.
Agencies must submit the following information on the Time Entry page or the Time Entry interface (NPAY502) using Earnings Code SDL. The Amount field should be populated based on the information on the approved roster.

Miscellaneous Payment Information
The 2017 one-time $600 Lump Sum Payment is pensionable but is not included in the calculation of overtime.
Tax Information
The 2017 one-time UUP Lump Sum Payment is supplemental taxable income, will be included in the employee’s taxable gross and is subject to employment and income taxes.
Federal, State and New York City income tax withholding will be calculated using the Aggregate method. Yonkers income tax withholding will be calculated using the Flat Rate method. Yonkers Flat Rate Withholding is 1.61135% for Yonkers residents and 0.50% for Yonkers non-residents.
Payroll Register and Employee’s Paycheck/Advice
The Earnings Code SDL and the amount paid will be displayed on the Payroll Register. The Earnings Description SUNY UUP Discretionary LSP and the amount paid will appear on the employee’s paycheck stub or direct deposit advice.
