Purpose
To provide instructions for processing the 2018 1% M/C Discretionary Lump Sum Payments.

Employees designated management or confidential in the State University of New York – BU13 who meet the eligibility criteria and are selected by the campus President
Background
Chapter 263 of the Laws of 2018 provides for a one-time 1% Discretionary Lump Sum Payment for M/C BU13 employees to be distributed at the discretion of the campus president.

Eligibility Criteria
Employees selected by the campus president who meet the following criteria on 06/30/2018, on the effective date of 07/01/2018 and the pay end date of 02/06/2019 are eligible to receive the one-time lump sum bonus payment.
- Bargaining Unit = 13
- Salary Grade = 980
- Pay Basis Code = ANN, BIW, HRY, FEE
- Payroll Status = Active or Leave With Pay
Agency Actions
Prior to processing the payments, campuses are required to complete a roster identifying employees who will receive M/C 2018 1% Discretionary Lump Sum Payment amount. The roster must be signed by the College President and forwarded to SUNY System Administration, who will then forward it to OSC in an Excel file format.
Campuses must submit the following information on the Time Entry page or the Time Entry interface (NPAY502) using Earnings Code SMR (SUNY Merit Award). The Amount field should be populated based on the information on the approved roster.

Miscellaneous Payment Information
The 2018 M/C 1% Discretionary Lump Sum Payments are pensionable but are not included in the calculation of overtime.
Tax Information
The 2018 M/C 1% Discretionary Lump Sum Payments are supplemental taxable income, will be included in the employee’s taxable gross and are subject to employment and income taxes.
Federal, State and New York City income tax withholding will be calculated using the Aggregate method. Yonkers income tax withholding will be calculated using the Flat Rate method. Yonkers Flat Rate Withholding is 1.61135% for Yonkers residents and 0.50% for Yonkers non-residents.
Payroll Register and Employee's Paycheck/Advice
The Earnings Code SMR and the amount paid will be displayed on the Payroll Register. The Earnings Description SUNY Merit Award - MC and the amount paid will appear on the employee’s paycheck stub or direct deposit advice.
