Purpose:
The purpose of this bulletin is to provide agency instructions for processing Discretionary Lump Sum Payments.
Affected Employees:
All active employees in Bargaining Unit 08 with the following Comp Rate Codes: 21P, ANN, BIW, CAL, CYF, and CYP are affected.
Background:
Pursuant to the MOU Side Letter dated 08/05/1998 between UUP, GOER, and OSC, certain employees who were part-time during the 1996 academic year may receive Discretionary Lump Sum Payments.
Effective Dates:
Payments that include both the Fall and Spring semesters may be made beginning in Administration Pay Period 20L, paychecks dated 01/15/2025.
Payments for the Fall semester only, may be made beginning in Administration Pay Period 20L, paychecks dated 01/15/2025.
Payments for the Spring semester only, may be made beginning in Administration Pay Period 23L, paychecks dated 02/26/2025.
Eligibility Criteria:
Eligible Employees
- Employees who were part-time during the 1996 academic year and have since become full-time.
- Employees anticipated to be employed for both the Fall and Spring semesters are due a lump sum payment of $500.46.
- Employees employed for the Fall or Spring semester only, are due a lump sum payment of $250.23.
- Eligible employees on Military Stipend Leave are eligible for this lump sum payment immediately.
Ineligible Employees
- Employees who were full-time during the 1996 academic year and have since become part-time.
Agency Actions:
To pay eligible employees who receive the payment for both the Fall and Spring semesters, the agency must submit the following information on the Time Entry page using the Earnings Code DLP (Discretionary LSP-2 Semesters):

Tax Information:
The 2024/2025 Discretionary Lump Sum Payments (Earnings Codes DLS and DLP) are supplemental taxable income, will be included in the employee’s taxable gross and are subject to all employment and income taxes.
Federal, State, and New York City income tax withholding will be calculated using the Aggregate method. Yonkers income tax withholding will be calculated using the Flat Rate method. Yonkers Flat Rate Withholding is 1.95975% for Yonkers residents and 0.50% for Yonkers non-residents.
Payroll Register and Employee’s Paycheck/Advice:
The Earnings Code DLP or DLS will be displayed on the payroll register. “Discretionary LSP-2 Semesters” or “Discretionary LSP-1 Semester” will be displayed on the employee’s paycheck stub or direct deposit advice.
Undeliverable Checks:
When a valid payroll check is undeliverable due to the agency’s inability to locate the employee, the agency should follow the Agency Actions identified in Payroll Bulletin No. 1786, Non-Negotiated and/or Undeliverable New York State Payroll Checks.
Checks issued to eligible employees who are now deceased should be returned with a completed Next of Kin Affidavit (Form AC 934-P), original death certificate and a Report of Check Exchange (Form AC 1476-P). If a Next of Kin Affidavit has been previously submitted for a deceased employee’s payroll check, OSC will accept a photocopy of this form along with a new Report of Check Exchange.
