To provide instructions to agencies for processing M/C payments

Board Resolution and Eligibility Criteria
The SUNY Board of Trustees passed a resolution on May 31, 2000 which provides for:
- Discretionary increases effective July 1, 1999 and July 1, 2000
- Across-the-board discretionary increases effective October 1, 1999 and April 1, 2000
- A discretionary bonus lump sum payment of $500
Eligibility Requirements
Discretionary Increases
To be eligible for the July 1, 1999 and/or the July 1, 2000 discretionary increases, an employee in an eligible bargaining unit must have been employed as an M/C employee prior to the effective date of the increase and must be employed as an M/C employee at the actual time of payment, September 27, 2000.
Across-the-Board Discretionary Increases
To be eligible for the October 1, 1999 and/or April 1, 2000 increases, an employee in an eligible bargaining unit must be on the payroll September 30, 1999 and March 31, 2000, respectively, and active at the time of payment, September 27, 2000. These increases in basic annual salary are not applied to amounts that may be provided for meritorious service.
Discretionary Bonus Lump Sum
To be eligible, an employee must have been on the payroll on March 31, 2000, active at the time of payment (September 27, 2000), and have at least one semester or equivalent service during a portion of the twelve months commencing July 1, 1999.
Employees who meet the eligibility criteria, but are on authorized leave on March 31, 2000, are entitled to the bonus lump sum payment if they return to the payroll prior to June 30, 2001. Such payment shall be based on the percentage of time worked at the time the employee returns to the payroll.
Effective Dates
The Discretionary Payments, Across-the-Board increases and Bonus payments will be processed in Administrative pay period No. 13 Lag, September 14-27, 2000, checks dated October 11, 2000.
- Discretionary increases are effective July 1, 1999 and July 1, 2000
- Across-the-board discretionary increases are effective September 30, 1999 and March 30, 2000.
- Bonus Lump Sum is effective March 31, 2000.
Agency Responsibility
Each agency will be required to complete an M/C Discretionary and Across-the-Board salary increase roster, in Employee ID order, which will include a column to indicate receipt of the Bonus payment, if applicable.
The roster must be signed by the College President and forwarded to SUNY System Administration.
Columns will be provided for:
- July 1, 1999 Discretionary Increase, payable July 1, 1999
- October 1, 1999 Across-the-Board Discretionary Increase, payable September 30, 1999.
- April 1, 2000 Across-the-Board Discretionary Increase, payable March 30, 2000
- July 1, 2000 Discretionary, payable July 1, 2000
- $500 Discretionary Bonus Lump Sum
To process Discretionary Increases for July 1, 1999 and July 1, 2000, the agency must enter a Job Action Request with the action of PAY RT CHG, Reason Code of SIC (SAL INCR).
To process Across-the-Board Discretionary Increases for September 30, 1999 and March 30, 2000, the agency must enter a Job Action Request with the action of PAY RT CHG, Reason Code of CFS (COR FY SAL).
All subsequent rows on the Job Data panel must be updated for each salary increase, provided the employee remained in an eligible bargaining unit, by inserting additional rows with the action of PAY RT CHG, reason code of CSL (COR SAL).

Shown below, in descending order, is an example of an M/C employee receiving all four PAY RT CHG's that would correspond with an approved M/C roster.

Bonus Payments
Bonus payments to eligible employees are to be processed through the Time Entry panel as follows:

For eligible part-time employees, the Bonus payment is prorated based upon the percentage of time worked at the time of payment, September 27, 2000.
Eligible employees who retired due to the Early Retirement Incentive and were on the payroll as of March 31, 2000 are eligible for the payment.
