To inform agencies of OSC's automatic processing and related agency procedures.

Contract Provisions and Eligibility Criteria
Chapter 29 of the Laws of 2001 provides for a 3.5% general salary increase effective February 27, 2003. The increase is calculated based on the employee's February 28, 2003 salary rate. The amount calculated will be rounded to the next whole dollar and will be added to the salary rate in effect on February 27, 2003. To be eligible for the salary increase, an employee must have been active in Bargaining Unit 28 on February 28, 2003.
OSC Automatic Processing
After payroll processing for pay period 25L is complete, OSC will automatically insert rows in the Job Data record of all eligible employees to reflect the salary increase. The action of PAY RT CHG and the Reason Code SAC (Mass Salary Increase) will be used.
All Job Data rows that are subsequent to February 27, 2003 will also be updated with the amount of the increase originally calculated on the February 28, 2003 salary rate. Additional rows will be inserted to reflect the increased salary using the Action of PAY RT CHG and the Reason Code of SAC (Mass Salary Increase). Exception: Job Data rows containing a 0 in the Comp Rate field on the Job Data 3 panel will not be updated.
Agency Procedure
Agencies must use the pre-raise salary when requesting Pay Changes, Position Changes and Transfer Actions in pay period 25L.
Reveal Report and Query
Reveal Report
The Reveal Report NHRP704 Mass Salary Payment/Mass Increment Payment Report will be available for agency review after the automatic increase has been applied. The report will be sorted by agency code, then by employee name in alphabetical order. The report will identify all employees who received automatic salary increases and will also identify the employee's increased salary. Other fields on the report include EmplID, Employee Record #, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part-time Percentage, and Action Reason.
Query
A public query (SUNY_BU_28_SalIncr_AllRows) will be available that will identify employees receiving automatic salary increases and the applicable information for each.
