Local governments and school districts may find that it is necessary or cost-advantageous to use online trainings13 (e.g., webinars and tutorials) and other self-study packages to meet the training needs and requirements of their staff. Using online training methods can be a convenient and economical way to train staff and will allow local governments and school districts to minimize travel costs. It may be appropriate to make a computer and/or Internet service temporarily available to staff to facilitate the training, subject to necessary approvals and the computer use policy the organization has adopted. It would not be proper for the local government or school district to gift a computer to an official or employee for the sole purpose of facilitating the training.
