Employees of certain public authorities whose payroll transactions are certified by the NYS Department of Civil Service (e.g. Thruway Authority, Teacher's Retirement System etc.) and transfer to a graded position in the classified service are entitled to service credit and a salary reconstruction as follows:
Authority Title Not Included in NYS Title and Salary Plan
If the position previously held is unique to the authority and not listed in the NYS Title and Salary Plan, the salary is reconstructed in accordance with the rules for movement from an unallocated to graded position.

Authority Title Included in NYS Title and Salary Plan
If the position previously held with the authority is listed in the NYS Title and Salary Plan, the salary is reconstructed as if all such service had been rendered in the classified service of the State. The resultant salary reflects the appropriate negotiating unit, hiring rates, salary schedules, performance advance payment plan, and general salary increases consistent with the grade level of the State title. There is no limitation to the last salary paid at the authority.
