Increased hiring rates are established by the Director of Classification and Compensation with the approval of the Director of the Budget. Such hiring rates may be approved for one or more areas of the State, and different rates for the same position may be approved for different areas. An increased hiring rate may not exceed the job rate of the grade of the position.
All increased hiring rates are effective from the date of approval and remain in effect until rescinded by the Department of Civil Service or until a new hiring rate is prescribed.
When any such increase is established for a particular position, all incumbents of such positions who are employed in the areas affected are entitled to the new hiring rate and, where necessary, shall have their salaries increased accordingly.
Performance Advance
A performance advance due an employee is not affected by movement to a higher salary because of an increased hiring rate. An employee who receives a salary increase due to introduction of an increased hiring rate would be entitled to his or her next performance advance when otherwise eligible for such performance advance.
Demotion or Lateral Transfer
An employee who is demoted or laterally transferred from a position or an area for which an increased hiring rate is in effect to another position or area for which such increase has not been prescribed loses the benefit of the increase. The employee’s salary must be reconstructed from the normal hiring rate for salary entitlement based on service.

Promotion
When an employee is promoted from a position with an increased hiring rate, the employee receives the promotion over his or her increased hiring rate salary. The resulting salary established in the higher grade is the employee’s basic salary, and the provisions relating to increased hiring rates no longer pertain.
Civil Service Section 130.4(d)
If the employee is promoted to a position which also has an increased hiring rate, and his or her salary upon promotion is at or above the increased hiring rate of the promoted grade that is the basic salary. If the salary falls below the increased hiring rate, it must then be advanced to such increased hiring rate and the provisions relating to increased hiring rates again apply.
When a position for which an increased hiring rate has been authorized is reallocated to a higher grade, the authorization no longer pertains. Unless a new increased hiring rate is prescribed for the higher grade, any new appointment to such position must be made at the actual hiring rate of the grade. An employee occupying the position at the time of reallocation retains the increased hiring rate rights of the lower grade.
When an increased hiring rate is rescinded, the incumbent retains the salary rights attained by reason of increased hiring rate, and future movement from the position or area does not affect salary entitlement.
