NS to Grade - Movement from an Unallocated Position (Grade 600) to a Graded Position
Grade 600 is used for positions that are not determined to have a specific grade by DOB and may be in an annual or hourly pay basis code. When employees who are in those positions move to a graded position special consideration is taken in calculating their salary.

- It's where the employee is moving from, not to, that determines what rules and procedures must be followed. Refer to the appropriate bulletin below for procedures and applicable statutory references.
- How to proceed
- Determine type of appointment based on the NS position in effect immediately prior to the graded position; promotion, demotion, or lateral. (Specific Instructions for hourly employees are below.)
- If the NS position is equated to grade, the equated grade determines the type of appointment as mentioned above.
- If the NS position is not equated to grade;
- Compare the NS salary to the hiring rate on the salary schedule to determine the highest grade the NS salary would support.
- This grade is the assigned grade and must be compared to the graded position for the purpose of determining the type of appointment as mentioned above.
- Other considerations
- Review the employee’s history to determine if they have prior graded service.
- Determine type of appointment based on the NS position in effect immediately prior to the graded position; promotion, demotion, or lateral. (Specific Instructions for hourly employees are below.)
NS to Grade Calculations
- Employee held a graded position before appointment to the NS position
- Prior grade is lower than or equal to the new grade (lateral or promotion)
- Reinstate prior graded salary and reconstruct giving credit for performance advances, not to exceed job rate, and raises to present, using the eligible NS service when at least equal to the hiring rate of the prior grade. The employee is then promoted or moved laterally into the new grade.
- Prior grade is higher than the new grade (demotion)
- Use all prior service in grades equal to or higher and eligible NS service to reconstruct salary consistent with demotion rules.
- Prior grade is lower than or equal to the new grade (lateral or promotion)
- Employee held only a NS position, annual and/or hourly, before moving to the graded position and the type of appointment has been determined. Apply the appropriate procedure below based on the determined appointment type;
- Promotion – apply the promotion percentage to the last NS salary. Compare to the hiring rate of the new position. Pay the higher of the two.
- The anniversary date is the new appointment date.
- The increment code is based on the requirements of the new bargaining unit.
- Lateral or demotion - reconstruct beginning with hiring rate and not to exceed job rate of the graded position.
- Refer to procedures in the salary manual and bulletins mentioned above.
- The anniversary date is based on credit for time the money, assigned grade or equated grade of the NS position was equal to or greater than the new grade.
- The increment will be based on the adjusted anniversary date and the bargaining unit.
- Promotion – apply the promotion percentage to the last NS salary. Compare to the hiring rate of the new position. Pay the higher of the two.
Special provisions:
- Hourly NS
- Convert the Hiring Rate of the NEW graded position to an hourly rate by dividing by 2088. (use 1736 for Institution Teachers)
- Compare the resultant hourly rate to the employee’s CURRENT hourly rate to determine if the appointment is a promotion, demotion or lateral.
- If the appointment is a promotion repeat the first bullet instruction until it is determined where the employee’s hourly rate is equivalent to at least a hiring rate of a grade based on the appropriate salary chart. This becomes the assigned grade to determine the percentage to use for promotion.
- If the appointment is a lateral and demotion, repeat the first bullet to determine the amount of creditable service for salary reconstruction purposes.
- Annualize the employee’s hourly rate by multiplying the hourly rate by 2088. (Use 1736 for Institution Teachers.) This is the base annual salary for the promotion calculation.
- Once the assigned annual salary is determined, refer to procedures above for the transaction type and the bulletin for the corresponding bargaining unit.

- The last NS salary may be held (not to exceed Job Rate of the graded position) if the appointment has been determined to be a lateral or demotion based on the equated or assigned grade.
