Performance advances are based on periodic formal evaluations to advance employee’s salaries to the job rate. They are negotiable and processed in accordance with the rules promulgated by the Director of the Budget.

Administrative, Operational & Institutional Services and Division of Military and Naval Affairs
Eligibility
All Full-time and Part-time graded and NS employees equated to grade by Budget.
Frequency of Evaluation
Annual evaluation on anniversary date in grade.
Effective Date of Payment and Amount
April 1 (pay period 1) or October 1 (pay period 14) following completion of one year of service in the grade or equated grade. Fixed amount from salary schedule if rated at least “SATISFACTORY”

Security/Supervisors Services
Eligibility
All Full-time and Part-time graded and NS employees equated to grade by Budget.
Frequency of Evaluation
Annual evaluation on anniversary date in grade.
Effective Date of Payment and Amount
April 1 (1st day of payroll period 1). Fixed amount from salary schedule if rated at least “NEEDS IMPROVEMENT” and employee has at least 100 work days of service in position in previous fiscal year.
NOTES:
- An employee may have an advance withheld only twice as a result of an “Unsatisfactory” rating.
- An advance is applied to base salary. If an employee is receiving longevity payment(s), add the advance to the base salary and then re-add the longevity payment(s).
Professional Scientific and Technical Services
Eligibility
All Full-time and Part-time graded and NS employees equated to grade by Budget.
Frequency of Evaluation
Annual evaluation on anniversary date in grade.
Effective Date of Payment and Amount
April 1 (pay period 1) or October 1 (pay period 14) following completion of one year of service in the grade or equated grade. Fixed amount from salary schedule if rated at least “SATISFACTORY”

10-Month Teachers
Eligibility
All Full-time and Part-time graded and NS employees equated to grade by Budget.
AND
10-month Institution Teachers, employees covered by Section 136 of the Civil Service Law.
Frequency of Evaluation
Annual Fixed evaluation period September 1 – June 30.
Effective Date of Payment and Amount
September 1 following completion of one year of service in the grade or equated grade. Fixed amount from salary schedule if rated at least “SATISFACTORY” and employee has rendered 150 work days of service during the fixed evaluation.

Rent Regulation Services
Eligibility
All Full-time and Part-time graded and NS employees equated to grade by Budget.

Annual evaluation on anniversary date in grade.

Eligibility
All Full-time and Part-time graded and NS employees equated to grade by Budget. (except grade 668 and exempt class employees)
Frequency of Evaluation
Annual Fixed evaluation period April 1 – March 31.
Effective Date of Payment and Amount
April 1 (pay period 1)
Fixed amount from salary schedule and employee has rendered a minimum of 13 complete payroll periods during the fixed evaluation.
NOTE - Exempt class employees, in NS positions, are normally provided similar increases through Special Salary Plans approved by the Director of the Budget.
